T.B., occupying the position of the Deputy Chairman of the State Revenue Committee (SRC) from September 2009 to May 17, 2014, in order to provide the relatives of G.Kh., the former Chairman of the SRC (his supervisor) with material benefit, ensured that the 132,615 shares of the "Hydroaparat" CJSC pledged to the SRC by the "Haygazard" OJSC were sold at a price significantly lower than the market price (34 million 328 thousand 964 AMD) to "Mondo di Mobili" LLC, founded with the participation of the SRC former Chairman G.Kh.’s nephews, for 79 billion 372 million 897 thousand 900 AMD liabilities against the state budget.

At the same time, as a result of not including the mandatory condition of holding a tender regarding the investment in the purchase and sale contract signed with "Mondo di Mobili" on July 2, 2012, T.B., SRC Deputy Chairman ensured that "Mondo di Mobili" was released from the obligation of investment of 2 billion 624 million AMD, which is equivalent to 5 million Euros.

As a result, 34 million 328 thousand 964 AMD of material damage was caused to the State.

T.B. having learnt that the company “Bradwell Investment Corp”, registered abroad and actually managed by the relatives of G.Kh., provided a loan in the amount of 6 million USD to "Levon Amirkhanyan" LLC. In order to ensure the return of the loan, in violation of the requirements of the RA Law on "Taxes", V.S., the Head of the Nor Nork Tax Inspectorate, based on personal and group interests, instructed to undertake measures and remove the attachment placed on the 29 Khanjyan and 69 Vardanants building, which were imposed by the Company for non-fulfillment of tax obligations.

On November 11, 2014, V.S. signed and sealed a letter on the removal of the attachments placed on the properties of "Levon Amirkhanyan" LLC and sent it to the Cadastre Committee.

After the illegal removal of the attachments, on December 17, 2014, the mentioned immovable properties on behalf of "Urm" LLC, which is affiliated with "Levon Amirkhanyan" LLC, were pledged to "Ardshinbank" CJSC. A loan of 6 million USD was provided for them, of which 1 billion 718 million 250 thousand equivalent to 3 million 950 thousand USD was transferred to "Bradwell Investments Corp" on December 19, 2014.

As a result of the above deliberate actions, in the conditions of having particularly large obligations against the state budget, "Levon Amirkhanyan" LLC actually got the opportunity to manage the mentioned properties. No measures were taken in order to ensure the fulfillment of tax obligations of 88 million 462 thousand 355 AMD.

Public criminal prosecution has been initiated against T.B., the former Deputy Chairman of the SRC and V.S., the Head of Nor Nork Tax Inspectorate under article 308, part 2 of the Criminal Code of the RA, dated 18.04.2003.

The preliminary investigation in the criminal proceedings has been completed. On May 3, 2023, the indictment was approved and submitted to the Anti-Corruption Court together with the materials of the criminal proceedings.
