On December 11, 2025, Prosecutor General Anna Vardapetyan announced that the dismantling of illegally constructed buildings and structures on land plots below the absolute mark in the coastal areas of Lake Sevan had begun. The Prosecutor's Office also reported that the demolition of illegal structures would continue in 2026.
In March 2026, based on the prosecutor's motions, 16 more buildings on 11 plots were dismantled, including the fences and ramp located below the absolute mark of the private house actually belonging to the former RA Minister of Defense Seyran Ohanyan (the Prosecutor's Office filed a claim regarding the private house with the competent court), and the private house actually belonging to the son of the former Speaker of the National Assembly of the Republic of Armenia Samvel Nikoyan.
Thus, from December 2025 to the present, as a result of the execution of the motions of the Prosecutor's Office, 86 buildings illegally constructed by various individuals on 34 land plots below the absolute mark on the shores of Lake Sevan have been dismantled (demolished), and 2 contracts have been terminated by the "Sevan National Park" SNCO.
It should be recalled that on February 24, 2026, a cottage illegally built by the brother of the former RA Minister of Education and Science Armen Ashotyan on a plot of land below the absolute mark, as well as a cottage illegally built by Karen Rafik Grigoryan, the son of the former Head of Gegharkunik region Rafik Grigoryan, were dismantled. Notably, the aforementioned cottages were constructed on land plots that the developers did not even have the right to lease.
It should be noted that in addition to the above-mentioned petitions, the Prosecutor's Office has filed lawsuits with the court, which, among others, concern:
As a result of the investigations conducted by the Department of State Interests Protection of the Prosecutor General's Office and the Prosecutor's Office of Gegharkunik region within the framework of the authority to initiate a claim for the protection of state interests, reports on the crime were submitted to preliminary investigation bodies, and criminal proceedings were initiated.
In response to citizens’ concerns as to “why the buildings are being dismantled if they could be given to socially vulnerable families”, we inform that areas below the 1905.0-meter absolute mark of Lake Sevan are subject to flooding and constitute a coastal protection zone. According to Government Decision No. 1563-N of December 18, 2008, due to the rise in the water level of Lake Sevan, the areas subject to flooding and inundation as defined by the legislation of the Republic of Armenia include the territory from the lake’s water boundary of Sevan National Park up to the 1905.0-meter absolute mark.
