The Prosecutor’s Office has submitted a motion to Sevan National Park regarding the termination of the lease agreement for the 2.8 ha land plot allocated to “Harsnakar”

The Prosecutor General’s Office has submitted a motion to the Director of the “Sevan National Park” SNCO to take measures toward terminating the lease agreement, concluded on December 2, 2002, between the SNCO and “Noralusin” LLC for the 2.8 ha land plot, transferring the property located on that land plot to “Sevan National Park” and ensuring that the lessee vacates the land.

 

Within the scope of its authority to protect state interests, the Prosecutor General’s Office has examined the lease agreement for the 2.8 ha land plot, concluded on December 2, 2002, between the “Sevan National Park” SNCO and “Noralusin” LLC and has identified a number of violations.

 

As a result of the examination, it was revealed that:

 

  • There was no ground for concluding the lease agreement. In particular, the contract does not specify any information regarding a tender protocol and the protocol itself is missing, which means that no tender was conducted.
  • In response to an inquiry from the Prosecutor General’s Office, the “Sevan National Park” SNCO reported that on September 10, 2025, it sent a notice to “Harsnakar” LLC regarding the change in the cadastral value of the property, whereas according to information received from the Cadastre Committee, the cadastral value of the property had changed starting from 2021 (the cadastral value of the property located at 48/6 Yerevanyan Highway, Sevan, amounts to AMD 452,944,000). According to the contract, the annual rent is set at 1.61% of the cadastral value; therefore, from January 2021 until the date the SNCO sent the notification—September 10, 2025—the SNCO did not collect the rent resulting from the change in cadastral value, which amounts to AMD 7,292,000 annually (and for the period from January 1, 2021 to September 10, 2025, the total rent amounts to approximately AMD 34,600,000).
  • Officials of the “Sevan National Park” SNCO did not take measures to terminate the lease agreement with the LLC after the expiration of the specified term, nor did they take steps to transfer to the SNCO the buildings and structures constructed on the state-owned land plot as required by the contract, or to demand that they remain with the SNCO and that the lessee vacate the land plot.

 

Based on the violations identified during the examination, a crime report has been submitted to the Anti-Corruption Committee. A criminal proceeding has been initiated in the Anti-Corruption Committee on the grounds of official misconduct.

 

At the same time, the Prosecutor General’s Office has submitted a motion to the Director of the “Sevan National Park” SNCO to take measures toward terminating the lease agreement, concluded on December 2, 2002, between the SNCO and “Noralusin” LLC for the 2.8 ha land plot; to transfer to “Sevan National Park” the property located on the land plot and to ensure that the lessee vacates the property.

 

It should be recalled that the Prosecutor’s Office has submitted another motion to the Director of the “Sevan National Park” SNCO to take measures to terminate the contracts related to the real estate located in Drakhtik that had been registered under the name of the mother of the wife of former Police Chief Vladimir Gasparyan. Based on the results of that examination, a criminal proceeding has been initiated in the Anti-Corruption Committee on the grounds of official misconduct.
