On 30 September 2025, the Anti-Corruption Court of Appeal upheld the verdict of the First Instance Court of General Jurisdiction of Yerevan City on Hrayr Tovmasyan, the former Minister of Justice, finding him guilty of committing crimes under of Article 308, Part 1 of the RA Criminal Code adopted on April 18, 2003. Hrayr Tovmasyan was pleaded guilty for abuse of official authority during his office as the Minister of Justice of the Republic of Armenia.
Let’s remind that Hrayr Tovmasyan was pleaded guilty according to the verdict of 20 September 2024 of the First Instance Court of General Jurisdiction of Yerevan City under Article 308, Part 1 of the RA Criminal Code adopted on April 18, 2003 (two episodes) and released him from criminal liability due to statute of limitations in 2019.
The prosecutor filed an appeal against the verdict regarding the requalification of the acts and the application of the statute of limitations. The defendants filed application with the request to recognize him innocent.
On September 30, 2025, the Anti-Corruption Court of Appeal made a decision to dismiss the application and upheld the verdict.
