On December 24, 2024, the State Revenue Committee submitted a report that competent bodies of the LL company engaged in the fish breeding in Ararat region, belonging to He.A., brother of H.A. former Prime Minister of the Republic of Armenia are avoiding from paying taxes on particularly large amounts.

On December 25, 2024, criminal proceeding was not initiated in the Investigative Committee with regard to the report.

The legality of not initiating criminal proceedings was not confirmed by the supervising prosecutor. The prosecutor gave an assignment to initiate a criminal proceeding under article 290 of the Criminal Code (failure to pay taxes, duties or other fees) and to start the preliminary investigation.

During the preliminary investigation the body conducting proceedings submitted motions to the court on conducting search in several places, which were rejected by the decisions of the court.

The prosecutor submitted appeals against the mentioned judicial acts, which were awarded.

Due to conducted procedural actions, factual data were obtained that He.A., Head of the company engaged in fish breeding in Ararat region, G.M. Director and M.G. Chief Accountant of the same company hid the taxable object of the company and involved distorted data in the tax calculation reports in order to avoid paying taxes in the amount of AMD 143,827,827 to the state budget.

On July 29, 2025, based on the motions of the investigator, the prosecutor initiated public criminal prosecutions against He. A., G,.M. and M.G. under points 1 and 2 of part 3 of article 290 of the Criminal Code.

After rendering the abovementioned decision, charges were brought against He. A., G,.M., M.G.. As a result AMD 75,000,000 was recovered from the damage caused to the state.

The preliminary investigation is pending.
