We must develop a respectful attitude towards law-abiding behavior: the works implemented by the Prosecutor’s Office of Syunik region during 2023 were summarized with Anna Vardapetyan

On February 24, 2024, Anna Vardapetyan, Prosecutor General of the Republic of Armenia had a consultation in Kapan to summarize the works implemented by the Prosecutor’s Office of Syunik region.

 

Robert Ghukasyan, Governor of Syunik region, Grigor Elizbaryan, Deputy Prosecutor General, Military Prosecutor, prosecutors of the Prosecutor’s Office of the region and others participated in the meeting.

 

Before addressing the issues included in the agenda Anna Vardapetyan discussed the problems existing in the region with Ghukasyan, Governor of the region, which can be  solved or prevented with the help of the Prosecutor’s Office.  

 

During the discussion with the governor the Prosecutor General of the Republic highlighted, “An assignment was given to the prosecutors to properly notify each citizen applying to the Prosecutor’s Office on his/her application and explain the directions of solving the problem and where impossible the reasons due to whereof it is impossible to solve them”.  Anna Vardapetyan attached importance to the communication between the students and prosecutors for the purpose of formulating respectful attitude towards the law-abiding behavior.

 

Ghukasyan highly appreciated the existing mechanisms directed at solving citizens’ problems through the day-to-day work with the Prosecutor’s Office of the region.

Masis Poghosyan, the Prosecutor of the region represented the works implemented by the Prosecutor’s Office of Syunik region during 2023 and informed that 1411 cases of crimes were recorded in Syunik region during 2023 (977 cases during 2022)—the number of the crimes increased by 434 or 44,4%.

 

The number of grave crimes decreased during 2023 amounting to 186 (206 cases during 2022), the number of medium gravity crimes increased by 186 amounting to 485 (299 cases during 2022).

 

4 murder cases were recorded during 2023 (without the cases of sudden death) (1 case during 2022) as well as 5 cases of attempted murder (1 case during 2022).

 

The number of illicit circulation of firearms and ammunition in the territory of the region also increased—84 cases during 2023, 36 cases during 2022.

 

The number of crimes against the property decreased (256 cases, 323 cases during 2022), however the number of crimes against public security, public order and public health increased (422 cases during 2023, 286 cases during 2022).

 

53 cases of illicit drug circulation was recorded during 2023 (24 cases during 2022), the number of crime increased by 29 or 120,8%, the number of drug sales also increased by 9 or 90%. The rate of the disclosure of drug related crimes amounted to 46.3% (32.2 % during 2022).

 

13 cases of receiving/giving a bribe or mediation (2 cases during 2022) and 25 cases of corruption crimes (22 cases during 2022) were recorded during the reporting period.

 

208 criminal proceedings regarding 242 individuals were submitted to the court with an indictment during 2023 (139 criminal cases (proceedings) regarding 165 individuals during 2022).

 

During 2023, a judgment of conviction was rendered against 183 individuals under 167 criminal cases and decisions on dismissal were rendered with regard to 28 individuals under 12 cases examined in the Frist Instance Court of General Jurisdiction of Syunik region.

 

 After presenting the works of the regional prosecutor’s office, the works implemented by the Syunik Garrison Military Prosecutor’s Office implemented during 2023 were also presented to Anna Vardapetyan, Prosecutor General of the Republic of Armenia.

 

The regional representatives of the National Security Service, Heads of Third and Ninth Garrison Investigative Unit of General Military Investigative Department, heads of divisions and departments of Military Police of the Ministry of defense located in the territory of the garrison, prosecutors of the Syunik Garrison Military Prosecutor’s Office and others participated in the meeting.

 

Hayk Margaryan, Military prosecutor of the Garrison informed that during 2023, 769 cases were recorded in the territory served by the Garrison military prosecutor’s Office, wherefrom 195 crime cases and 574 misdemeanors and accidents. 115 crimes from 195 are of military nature and 80 are other crime cases. During 2023 40 crimes from the recorded 195 were committed by the officers, 16—contractual servicemen, 83—compulsory military servicemen, 12 unidentified individuals, 13—enemy and 31 cases—by the civilians.

 

During 2023 the prosecutors of the Garrison Military Prosecutor’s Office submitted to the court 112 criminal proceedings (with signed indictments) regarding 133 individuals (45 criminal case (proceedings) regarding 59 individuals during 2022).

 

Anna Vardapetyan, Prosecutor General gave an assignment to the prosecutors of the region on focusing on the examination of corruption crimes, on the field of state (community) interests protection and another assignment to the prosecutors of the Syunik Garrison Military Prosecutor’s Office— to work in the direction of crime prevention in the army.
