The former Deputy Director of the “Yerevan Special Educational Complex for Children with Hearing Impairments” has been convicted of embezzlement

By the decision of the Anti-Corruption Court, dated September 28, 2023, A.A., Deputy Director responsible for administrative and economic affairs at the “Yerevan Special Educational Complex for Children with Hearing Impairments” SNPO, was sentenced to 5.5 years of imprisonment. A probationary period under conditional sentencing was set for a duration of 2 years.

 

It should be reminded that the Prosecutor had approved the indictment on June 27, 2023, and submitted it to the Anti-Corruption Court along with the case files.

 

During the investigation by the Investigative Committee, it was discovered that on September 10, 2015, A.A., the Deputy Director of the “Special Educational Complex for Children with Hearing Impairments” SNPO, N.A., the Chief Accountant of the SNPO, L.M., the Deputy Director of the specialized educational division and L.M., had drafted and signed an order for L.S.'s employment. On January 12, 2018, they issued an order to terminate L.S.'s employment on behalf of the Director of SNPO.

 

L.S. had not been present at the workplace during these period, but false attendance information for L.S. was recorded in monthly working table. As a result, AMD 2,797,529 were fraudulently written off from the SNPO's budget in L.S.'s name.

 

Furthermore, from 2017 to December 20, 2018, “Yerevan Special Educational Complex for Children with Hearing Impairments” SNPO purchased gifts and food for New Year events amounting to AMD 1,445,307, and AMD 2,325,500 were spent on household and consumer goods. However, A.A. failed to record these acquired goods in the SNPO's inventory and misappropriated them through theft.

 

On June 2, 2023, the Prosecutor adopted a decision to initiate public criminal proceedings against A.A., the former Deputy Director of the SNPO under Points 1 and 3 of Part 1 of Article 179 of the Criminal Code of Armenia, adopted on April 18, 2003, and Points a and 3 of Part 2 of Articles 256, which took its legal effect on July 1, 2022.

 

In the course of the preliminary investigation, the damage caused to the SNPO by A.A., amounting to AMD 8,613,836, was fully compensated.
