State Interests Protection Department of the RA Prosecutor General’s Office examined the documents and data presented by the RA State Supervision Service regarding verification of works carried out by programs and concluded agreements on the construction and repair of the Municipality of Yeghegnadzor of Vayots Dzor Region of the RA.

During the study, it was found out that the municipality of Yeghegnadzor during 2016-2017 concluded agreements with various companies for the repair of lighting networks in the community, “School of Art” NGO, kitchen, roofs of nursery schools N 1 and N 5, roof of a separate multi-apartment building. However, as a result of the inspection, control measurements of the work carried out by the agreements, it was found out that less work was carried out than it was established by the executive acts submitted by the companies carrying out the work and adopted by the head of the community, as well as by documents of delivery-acceptance.

That is to say, the data included by the relevant officials of the Municipality of Yeghegnadzor in the executive acts and protocols of the delivery-acceptance of these agreements regarding the volume of construction and repair work carried out (for 3.3 million AMD) did not correspond to reality.

Besides, within the framework of the study carried out by State Supervision Service of the Republic of Armenia, testing laboratory “Armenian Roads Directorate” SNCO conducted on the spot joint laboratory tests of extracts taken from the top layer of asphalt concrete pavement of different streets of Yeghegnadzor under an agreement concluded between 2 different companies for 2018-2019. As a result, it was found out that the extracts by 3 or 4 parameters did not meet the requirements of the acting standards and according to the results of the study carried out by the RA SSS under these conditions of non-compliance, without further additional measures it would be impossible to use asphalt for the whole normative period provided for by the project. Thus, it was revealed that ineffective work in the amount of about 41 million AMD was carried out.

Thus, as a result of studies of the RA State Supervision Service and State Interests Protection Department of the RA Prosecutor General’s Office, factual data were obtained regarding including knowingly false data or notes in official documents - executive acts, delivery-acceptance protocols, drawing up false documents and squandering of money in the amount of 3.3 million AMD with the use of official position, as well as with the use of official position contrary to the interests of the position accepting works (in the amount of about 41 million AMD), which did not meet current normative main requirements by the relevant officials of the municipality of Yeghegnadzor of Vayots Dzor Region of RA during 2016-2019.

On the basis of this, a criminal case was initiated in State Interests Protection Department of the RA Prosecutor General’s Office in accordance with Point 1 of Part 2 of Article 179, Point 1 of Part 3 (embezzlement or squandering in particularly large amount with the use of official position), Part 2 of Article 308 (use of official position by officials contrary to the interests of the service or non-performance of official duties) and Art. 314 (official forgery) of the RA Criminal Code.

The criminal case was sent to the RA IC with the instruction to carry out the preliminary investigation.
