Under the leadership of Anna Vardapetyan, Prosecutor General of the Republic of Armenia, on March 7, 2026, an expanded session of the Prosecutor’s Office Collegium was held, during which the activity of the Prosecutor’s Office in 2025 was summarized.
Deputy Prosecutor General Lilit Grigoryan presented the work carried out in 2025 by the prosecutors of the Department for Combating Crimes against Human, the Department for Crimes against Property, as well as the Department of State Interests Protection.
While presenting the work carried out by the Department for Combating Crimes against Human of the Prosecutor General’s Office and other subdivisions of the Prosecutor’s Office in this field, Lilit Grigoryan reported that, according to data recorded at the Ministry of Internal Affairs’ Crime Statistics and Research Center, the number of crimes against human in 2025 decreased by 23.2%, and excluding sudden deaths — by 25.7%. The decrease was recorded both in Yerevan and in the regions. During 2025, cases of causing harm to health decreased by 36.7% (737 cases in 2025, compared to 1,164 cases in 2024). The number of cases of causing grave harm to health decreased by 57 cases (221 cases in 2025, compared to 278 cases in 2024).
In 2025, 769 cases concerning 872 individuals were completed in courts by the Prosecutor’s Office subdivisions handling crimes against human, and 619 convictions were issued concerning 679 individuals.
Referring to the work carried out in 2025 by the Department for Crimes Against Property of the Prosecutor General’s Office and other subdivisions of the Prosecutor’s Office in this field, the Deputy Prosecutor General noted that, compared to 2024, there was a 13.7% decrease in crimes against property in the Republic of Armenia in 2025 (10,400 cases in 2025, compared to 12,050 cases in 2024). In Yerevan, the number of cases decreased by 653 cases or 8.9%.
During the reporting period, of the damage caused to the state in criminal proceedings under the direct procedural supervision of the Department for Crimes Against Property of the Prosecutor General’s Office, AMD 1,049,597,000 was recovered in 2025, and of the property damage caused to legal entities and individuals, AMD 32,475,000 was recovered. In addition, during 2025, a claim for property of AMD 127,118,000 filed in 2024 under criminal proceedings was granted.
Presenting the work carried out in 2025 in the field of state and municipal interests protection, Lilit Grigoryan reported that the Department of State Interests Protection of the Prosecutor General’s Office’s conducted 298 examinations, identified 390 violations of law, submitted 9 motions, filed 236 claims for the state interests protection, and submitted 60 reports on crime, with the total recorded damage amounting to AMD 13,934,000,000.
As a result of measures undertaken in 2025 by the Department of State Interests Protection of the Prosecutor General’s Office, 30 immovable properties were returned to the Republic of Armenia or communities and ownership rights registered in the name of the Republic of Armenia or communities, with their cadastral value approximating AMD 5,870,000,000.
During 2025, as a result of claims submitted by the Department of State Interests Protection of the Prosecutor General’s Office, the ownership rights to state property were registered as follows:
According to the Deputy Prosecutor General, as a result of three court decisions, ownership rights of communities were restored over four land plots (1.66 ha) designated as “agricultural” and “residential” in Vayots Dzor region, and one land plot (0.07 ha) designated for “residential” use in Lori region. In addition, based on nine granted claims and applied prosecutorial measures, the following plots were returned to communities by terminating construction rights: 10 plots (4,164 m²) in Ijevan Community, Tavush region, 2 plots (16,591 m²) in Jermuk community, Vayots Dzor region and 1 plot (4.16 ha) in Kapan community, Syunik region.
In 2025, progress was also recorded within the scope of the authority of state and community interests protection in the work carried out by other subdivisions of the Prosecutor’s Office. In particular, during the reporting period, 242 examinations were conducted by the prosecutor’s offices of the regions, the city of Yerevan and the administrative districts; 29 persons were warned to voluntarily compensate the damage caused to state interests; 22 crime reports and motions were submitted based on the results of the examinations; 114 claims for the state interests protection were initiated demanding the recovery of a total of AMD 998,391,000; and 32 crime reports were filed.
In 2025 the ownership rights of the state and communities were restored, and 124 properties, with a cadastral value approximating market value of about AMD 66,934,000,000, were returned to the actual possession of the state and communities, including kindergartens, a cultural center, a stadium, a natural monument, parks, land plots, and monetary funds.
