The Prosecutor General has assigned to intensify the work on returning illegally alienated property to the state and dismantling unauthorized structures along the shorelines of Lake Sevan

Under the leadership of Anna Vardapetyan, the Prosecutor General of the Republic of Armenia, on February 13, 2026, the activities of the Prosecutor’s Office of Gegharkunik region for 2025 were summarized.

 

The meeting was attended by RA Deputy Prosecutor General of Yeghiazary Avagyan, Prosecutor of Gegharkunik region Gagik Ayvazyan, Secretary General of the Prosecutor’s Office Mher Aprikyan, Deputy Head of the Gegharkunik Regional Investigative Department Arman Hovhannisyan, prosecutors of the regional prosecutor’s office and others.

 

Gagik Ayvazyan, while presenting the report on the activities of the Prosecutor’s Office of Gegharkunik region for 2025, noted that in 2025, 2,555 criminal proceedings were initiated in Gegharkunik region (in 2024 — 2,315 criminal proceedings).

 

During the reporting period, 673 criminal proceedings against 693 persons were submitted to the court with indictments approved by prosecutors (in 2024 — 572 criminal proceedings against 607 persons).

 

According to the prosecutor of the region, in 2025, 584 criminal cases involving 617 persons were completed in the courts (in 2024 — 582 cases involving 634 persons).

 

The damage caused to the state by criminal proceedings amounted to AMD 299,298,000. In 2025, AMD 144,703,000 of the damage caused to the state was recovered.

 

According to Gagik Ayvazyan, as part of criminal proceedings, in 2025, the community of Gavar was returned land plots of 35 ha with cadastral value approximating market value of AMD 434,700,000, as well as four land plots with a total area of 5.6 ha with cadastral value of AMD 69,727,000.

 

Regarding the results of work in the field of state (community) interests protection, Gagik Ayvazyan reported:

 

  • On the proposal of the Prosecutor of Gegharkunik region, the SNCO “Sevan National Park” of the RA Ministry of Environment on December 4, 2025, terminated the lease agreement with an individual for a 1 ha land plot that is a specially protected natural area. In addition, the lessee fully paid the rent and state fee in the amount of AMD 6,654,000. The cadastral value of the land plot, approximated to market value, is AMD 68,343,000.
  • Under claims on protection of state and community interests granted by the court, AMD 34,274,000 is subject to return to the state and community, of which AMD 3,000,000 has actually been recovered.
  • On May 12, 2025, based on a prosecutor’s motion, the ownership right of the Martuni community was restored over property located at 22 Getapnya 2nd street in the same community, with cadastral value approximated to market value of AMD 123,224,000 and total area of 65,625 sq.m. Based on the community leader’s decision, unauthorized structures of 4th degree damage, inadequate or hazardous, were dismantled, and on May 12, 2025, the lease right registered on December 9, 2009, was terminated.

 

On December 30, 2025, Prosecutor General Anna Vardapetyan announced, that work has begun on the dismantling (demolition) of illegally constructed buildings and structures on land plots below the absolute mark in the coastal areas of Lake Sevan.

 

During the summary, the Prosecutor of the Gegharkunik Region presented data on the dismantling (demolition) of 57 main and auxiliary buildings and structures illegally constructed on 21 land plots located below the absolute elevation mark along the shores of Lake Sevan, carried out from December 2025 to the present as a result of the execution of prosecutors’ motions.

 

Prosecutor General Anna Vardapetyan instructed the Prosecutor of Gegharkunik region and prosecutors of the Prosecutor’s Office to intensify the work on returning illegally alienated or leased property to the Republic of Armenia and on dismantling unauthorized buildings and structures on lakeside plots located below absolute zero.
