21 claims for state interests protection concerning 1,074 ha of landplot, the former “Msur” kindergarten building and monetary claims: the activities of Prosecutor’s office Kotayk region for 2025 summarized

Under the leadership of Anna Vardapetyan, the Prosecutor General of the Republic of Armenia, the activities of Prosecutor’s Office of the Kotayk region for 2025 were summarized on February 13, 2026.

 

The event was attended by Deputy Prosecutor General of the Republic of Armenia Yeghiazar Avagyan, Prosecutor of Kotayk region Karen Sukhiasyan, Head of the Kotayk Regional Investigation Department of the Investigative Committee Hovhannes Chalabyan, Secretary General of the Prosecutor’s Office Mher Aprikyan, prosecutors of the Prosecutor’s Office of the Kotayk Regional and others.

 

Karen Sukhiasyan, while presenting the activity report of the Prosecutor’s Office of Kotayk region for 2025, noted that in 2025, 4,488 criminal proceedings were initiated in Kotayk region (compared to 4,204 criminal proceedings in 2024).

 

During the reporting period, prosecutors submitted 1,456 criminal proceedings to court with approved indictments against 1,507 individuals (in 2024, 1,190 proceedings against 1,276 individuals were submitted).

 

According to the Prosecutor of the region, in 2025, 1,131 criminal cases concerning 1,158 individuals were concluded in courts (in 2024, 1,116 cases concerning 1,150 individuals were concluded).

 

Karen Sukhiasyan also reported that all 11 cases of murders registered in the Kotayk region in 2025 were discovered.

 

The damage caused to the state and communities under criminal proceedings amounted to AMD 841 million 104 thousand. In 2025, AMD 786 million 49 thousand of the damage caused to the state and communities was recovered.

 

According to Karen Sukhiasyan, as a result of work carried out in 2025 to protect state and community interests, the Prosecutor’s Office of Kotayk regional submitted 21 claims to the competent court. These claims concern approximately 1,074 ha of land, the former “Msur” kindergarten building (550 sq.m.) and monetary claims amounting AMD 528 million 599 thousand.

 

During the reporting period, the Prosecutor’s Office of Kotayk Region also sent 49 motions to competent authorities aimed at eliminating the causes and conditions of crimes.

 

As a result of the motions, inter alia:

 

  • Bidirectional lighting was installed on the Abovyan bridge section of the Yerevan-Sevan highway, along with surveillance cameras equipped with appropriate memory storage.
  • Three individuals were deprived of their driving licenses.
  • One individual’s license to possess and carry firearms was revoked.
  • One employee of a legal entity was subjected to disciplinary penalty and the director of another legal entity was subjected to administrative liability.
  • The boundaries of No. 3 cemetery in Jrvezh community and the “Jrvezh” forest park under the Ministry of Environment’s “Reserve-Park Complex” SNCO were delineated.
  • The area of the central cemetery of Hrazdan was separated from state-owned forest-designated lands.
  • To prevent crimes, the Prosecutor of Kotayk region issued a series of written instructions to the Kotayk Regional Patrol Battalion of the Police of the Ministry of Internal Affairs and to the departments of the Central Directorate of the Community Police, directing them on specific days in various towns across the region, including highways, to carry out enhanced patrols and conduct inspection operations. In cases where groups of people or individuals exhibiting suspicious behavior were identified, officers were instructed to check for the presence of prohibited items, ensure drivers’ sobriety, and also to exercise diligence in properly carrying out the specified inspection operations. As a result of implementing the instructions, several individuals were arrested on suspicion of illegally carrying civilian hollow-point firearms, gas and pneumatic weapons, cold weapons, as well as illegally acquiring and possessing military firearms, armor-piercing ammunition and drugs. Under such conditions, considering that the instructions produced certain positive results, it is planned to further intensify such instructions in 2026.

 

In addition, as a result of investigations carried out by the Prosecutor’s Office of the Kotayk Region:

 

  • On the basis of the submitted motion, the ownership of a 0.10519 ha land plot, alienated within the territory of the “Basalt Organ” (“Symphony of Stones”) natural monument in the Garni community, has been restored. By the decision of the Government dated December 4, 2025, the property was assigned to the Ministry of Environment of the Republic of Armenia.
  • By court judgment, the repeated auction of a 1,700 sq.m. land plot dated August 16, 2008, was declared invalid, and, as a consequence of invalidity, the real estate sale agreement signed on August 27, 2008, between the Abovyan community of Kotayk region and an individual, as well as the state registrations of ownership rights, were declared invalid. Once the judgment enters into legal force, the Abovyan community of Kotayk region will have returned to it the land plot of 1,700 sq.m., included in the list of land plots under Article 60 of the Land Code, with a cadastral value amounting about AMD 58 million.
  • Prosecutor General Anna Vardapetyan has given a number of instructions to the Prosecutor of Kotayk region and the regional prosecutors aimed at protecting state and community interests and at intensifying work on preventing and investigating crimes in the region.
