The judge and the prosecutor from Germany conducted a training course for the military prosecutors and the students of Military Academy named after V. Sargsyan

On September 27-28, 2025, the Prosecutor General's Office of the Republic of Armenia, with the support of the German Foundation for International Legal Cooperation (IRZ), conducted a training course on the topic "Prohibition of Torture, Inhuman or Degrading Treatment in the Context of the Armed Forces" for military prosecutors, as well as for the students of the Military Academy named after V. Sargsyan of the Ministry of Defense.

 

The training was conducted by the German experts: Christian Vlasich, Prosecutor, Captain of the German Armed Forces Reserve and Janna Lidke, Judge of the Duisburg Court.

 

On September 27, the Military Prosecutor of the Republic of Armenia, Deputy Prosecutor General of the Republic of Armenia Grigor Elizbaryan and Deputy Prosecutor General of the Republic of Armenia Yeghiazar Avagyan received the German experts, IRZ Yerevan Office Program Coordinator Nelly Tumasyan, and discussed a range of issues of mutual interest.

 

On the same day, the German prosecutor and judge visited the Military Academy named after V. Sargsyan of the Ministry of Defense, met with the Head of the Academy Arsen Mangasaryan and conducted training for students on the topic “Peculiarities of investigating cases of torture and ill-treatment in the Federal Republic of Germany in the context of the armed forces”. Then, the Armenian and German experience and peculiarities of investigating cases of torture and ill-treatment with the participation of prosecutors were discussed at the RA Military Prosecutor’s Office.

 

On September 28, 2025, the training with the participation of prosecutors was conducted at the RA Prosecutor General’s Office. The prohibition of torture, inhuman or degrading treatment or punishment according to the case law of the European Court of Human Rights, the obligation to conduct an effective investigation, the ECHR effective investigation standards and other issues were discussed.
