Staff reforms took place in the Prosecutor's Office based on the orders of Anna Vardapetyan, Prosecutor General of the Republic of Armenia, issued during July, August and September of 2025. 

In particular:

• Hayk Hovhannisyan was appointed to position of the Head of the Department for Cases of Crimes Against the Fundamentals of the Constitutional Order, the State and Public Security of the Prosecutor General’s Office and was dismissed from the position of the Deputy Head of the same Department.

• Vahan Harutyunyan was appointed to the position of the Deputy Head of the Department for Cases of Crimes Against the Fundamentals of the Constitutional Order, the State and Public Security of the Prosecutor General’s Office and was dismissed from the position of the Prosecutor of the same Department.

• Karen Israyelyan, the Senior Prosecutor of the Prosecutor’s Office of Yerevan City was transferred to the position of the Prosecutor of the Department for Cases of Crimes Against the Fundamentals of the Constitutional Order, the State and Public Security of the Prosecutor General’s Office.

• Kim Harutyunyan, the Prosecutor of the Department for Cases of Crimes Against the Fundamentals of the Constitutional Order, the State and Public Security of the Prosecutor General’s Office was dismissed from the position held.

• Aristakes Barseghyan, the Senior Prosecutor of the Department for Combating Crimes against Human of the Prosecutor General’s Office was transferred to the position of Senior Prosecutor of the Department of Supervision over Legality of application of Penalties and Other Means of Compulsion of the Prosecutor General’s Office.

• Hayk Movsesyan, the Prosecutor of the Department for Combating Crimes against Human of the Prosecutor General’s Office was transferred to the position of Prosecutor of the Department of Supervision over Legality of Application of Penalties and Other Means of Compulsion of the Prosecutor General’s Office.

• Garegin Isakhanyan, the Senior Prosecutor of the Department of Supervision over Legality of Application of Penalties and Other Means of Compulsion of the Prosecutor General’s Office was transferred to the position of the Deputy Prosecutor of Kapan Garrison Military Prosecutor’s Office.

• Arsen Kostanyan was appointed to the position of the Prosecutor of the Department of Supervision over Legality of Pre-trial Proceedings in the RA Anti-Corruption Committee of the Prosecutor General’s Office and was dismissed from the position of the Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City.

• Artashes Harutyunyan, the Prosecutor of the Department for Confiscation of Property of Illicit Origin of the Prosecutor General’s Office was dismissed from the position held.

• Tatevik Martirosyan, the Prosecutor of the Department for Confiscation of Property of Illicit Origin of the Prosecutor General’s Office was dismissed from the position held.

• Hayk Avetyan was appointed to the position of Senior Prosecutor of the Prosecutor’s Office of Yerevan City and was dismissed from the position of Prosecutor of the same office.

• Elen Ananyan was appointed to the position of the Senior Prosecutor of the Prosecutor’s Office of Arabkir and Kanaker-Zeytun Administrative Districts of Yerevan City and was dismissed from the position of Prosecutor of the same office.

• Khaluhi Movsisyan was appointed to the position of Senior Prosecutor of the Prosecutor’s Office of Kentron and Nork-Marash Administrative Districts of Yerevan City and was dismissed from the position of Prosecutor of the same office.

• Narek Topuzyan, the Senior Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City was transferred to the position of Senior Prosecutor of the Prosecutor’s Office of Ajapnyak and Davtashen Administrative Districts of Yerevan City.

• Davit Badalyan was appointed to the position of Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City.

• Vahe Gasparyan was appointed to the position of Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City.

• Razmik Minasyan was appointed to the position of Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City.

• Artyom Badalyan was appointed to Senior Prosecutor of the Prosecutor’s Office of Shengavit Administrative District of Yerevan City and was dismissed from the position of Prosecutor of the same office.

• Liana Qocharyan was appointed to the position of Senior Prosecutor of the Prosecutor’s Office of Erebuni and Nubarashen Administrative Districts of Yerevan City and was dismissed from the position of Prosecutor of the same office.

• Narek Abrahamyan, the Prosecutor of the Prosecutor’s Office of Shirak Region was transferred to the position of the Prosecutor of the Prosecutor’s Office of Kentron and Nork-Marash Administrative Districts of Yerevan City.

• Ofelya Sirekanyan, the Prosecutor of the Prosecutor’s Office of Lori Region was transferred to the position of the Prosecutor of the Prosecutor’s Office of Avan and Nor Nork Administrative Districts of Yerevan City.

• Ara Davtyan, the Prosecutor of the Prosecutor’s Office of Malatia-Sebastia Administrative District of Yerevan City was transferred to the position of Prosecutor of the Prosecutor’s Office of Ararat Region.

• Vardan Arsenyan, the Senior Prosecutor of the Prosecutor’s Office of Kotayk Region was transferred to the position of Senior Prosecutor of the Prosecutor’s Office of Arabkir and Kanaker-Zeytun Administrative Districts of Yerevan City.

• Norayr Harutyunyan was appointed to the position of Prosecutor of the Prosecutor’s Office of Aragatsotn Region.

• Davit Khachatryan was appointed to the position of Prosecutor of the Prosecutor’s Office of Tavush Region.

• Aram Khachatryan, the Prosecutor of the Prosecutor’s Office of Armavir Region was appointed to the position of Senior Prosecutor of the Prosecutor’s Office of Shirak Region.

• Sevada Sargsyan, the Prosecutor of the Prosecutor’s Office of Gegharkunik Region was dismissed from the position held.

• Nshan Matevosyan, the Prosecutor of the Prosecutor’s Office of Armavir Region was dismissed from the position held.

• Vahe Rafayelyan, the Deputy Military Prosecutor of the Republic of Armenia was dismissed from the position held.

• Arshak Martirosyan, the Head of the Division for Supervision over the Investigation of Especially Important Cases against Military Service of the Central Military Prosecutor’s Office was transferred to the position of Yerevan Garrison Military Prosecutor.

• Gevorg Khalatyan, the Yerevan Garrison Military Prosecutor was transferred to the position of the Lori Garrison Military Prosecutor.

• Arman Apresyan, the Lori Garrison Military Prosecutor was transferred to the position of the of Kapan Garrison Military Prosecutor’s Office.
