On December 15, 2023 the Prosecutor initiated a public criminal prosecution against A.P., director of Artnauka Company for assisting the director of Sevan National Park SNCO in committing fraud and money laundering in especially large amounts.

 It was found out under the criminal proceedings that on October 2, 2017 a grant agreement for AMD 83 million 875 thousand was concluded between Sevan National Park SNCO and the Ministry of Environment for cleaning a territory with the surface of 64 ha as well as for implementing the project of “Cleaning services of waterlogged plantations in the Lake Sevan”.

V.G., the former director of Sevan National Park SNCO, without following the procedure envisaged by the Law “On Procurement”, concluded a false agreement with A.P., director of Artnauka LLC  on the provision of abovementioned services in the amount of AMD 41 million 633 thousand.

In particular A.P., director of the LLC, registered several individuals as employees of his company on the basis of passports provided by V.G. and drew up false agreements on the rent of transportation means.

In addition, without performing any work stipulated by the agreement signed with V.G., A.P. signed fake delivery-acceptance acts on the provision of fuel and lubricants in the amount of AMD 17 million 662 thousand 988 with H.GH., N.P., directors of "Martuni" and "Noratus" branches of Sevan National Park SNCO and afterwards signed fake performance act on completing the works provided for by the agreement in full volume.

V.G. drew up an official document containing false information on the performance of works in the amount of AMD 76 million 150 thousand and AMD 7 million 724 thousand 910 in the territory with the surface of 20 ha in “Noratus” and 44 ha in Martuni sections and submitted it to the Ministry of Environment, on the basis whereof the Ministry transferred AMD 57 million 112 thousand 568 and afterwards on December 20— AMD 5 million 793 thousand 682 to the account of Sevan National Park SNCO.

Based on the performance act of December 19, 2017 and the invoice drawn up by A.P.  AMD 41 million 633 thousand was transferred from the account of the Sevan National Park SNCO to the account of Artnauka LLC.

According to the prior agreement with V.G., on December 27, 2017 A.P withdrew AMD 38 million 570 thousand from the abovementioned amount and gave it to V.G. on the next day.

A public criminal prosecution was initiated against A.P. under point 1 of part 3 of article 38-178 and point 1 of part 3 of article 190 of the Criminal Code adopted on 18.04.2003.

Let us remind that on June 29, 2023 the prosecutor initiated a public criminal prosecution against V. G. who has been holding the position of deputy director in science matters of Sevan National Park SNCO since 2016 and the position of the director of the same SNCO since May 10, 2017 for committing embezzlement, official forgery and money laundering. Detention was applied as a measure of restraint against him (a search was declared).  

A public criminal prosecution was initiated against 5 persons involved in the proceedings.

Notice:  A person charged with any crime shall be presumed innocent until proved guilty in the manner prescribed by the RA Criminal Procedure Code—by the judgment came into legal force.
