The Ministry of Defense, under a real estate purchase and sales contract signed on December 6, 2013, in violation of a number of legal requirements and regulations sold the buildings on Lalayan Street in Gyumri and the "special purpose" land parcel of 0.119995 ha, attached to the Ministry to the RA citizen M.M., with the right of free use (2 million 983 for one thousand AMD).
By the examination carried out on April of 2023 by the State Interests Protection Department of the RA Military Prosecutor’s Office, it was found out that M.M. had pledged the acquired real estate on 25 November 2021 for 16 million 700 thousand AMD, 6 times more expensive than the purchase price.
Data was obtained that A.A., the notary of "Kentron" notary office ignoring the certificate given by the Real Estate Cadastre Committee, according to which the area is of "special significance", ratified the contract, the Committee's employees carried out state registration of rights, issuing a certificate of ownership to the citizen.
On 25 April 2023, the Prosecutor’s Office sent the examination results to the Anti-Corruption Committee in order to initiate a criminal case.
On 28 April 2028, the Anti-Corruption Committee initiated criminal proceedings under Article(1) of the Criminal Code of the Republic of Armenia.
