V.K., being the head of the Gyumri community, from November 24, 1999 to 2012, criminally legalized five plots of land in Gyumri, as well as damaged a building that is an immovable monument of history and culture.
In particular, V.Gh. criminally legalized five plots of land located in the central park area of Gyumri city with the total area of 0.48743 ha.
The former head of Gyumri city, V. Gh., also criminally legalized a state-owned plot of land with an area of 655.0 square meters, 2 units of land belonging to the former military soviet farm with a total area of 610.0 square meters, a building considered an immovable monument of history and culture, and a community property with an area of 930.0 square meters.
V. Gh., the former head of Gyumri city, alienated to himself a part of the mentioned real estates, and a part to "Anberd" LLC, of which V. Gh. and his brother G. Gh. were equal shareholders. The other part was sold directly by V. Gh. in 2006 to A. M., the director of "Alexandrapol" hotel belonging to V.GH.'s family, who has close relations with him. In 2009, A. M. alienated the above-mentioned plot of land to H.G. under a contract of sale, in 2013, H.Gh. handed over the plot of land to V. Gh. under a contract of free use, then in 2014, H.G. donated the above-mentioned plot of land to V. Gh.'s close friend S. Z., who in 2017, according to the donation agreement, transferred the plot to V. Gh.'s son, S.Gh.
Factual data was also obtained that the monument of history and culture was damaged by V. Gh.
Taking into account that the recorded facts testify to the apparent cases of legalizing income (money laundering) and damaging the immovable cultural monument, criminal proceedings were initiated in Shirak Region Investigation Department of the Investigative Committee (Article 190, Part 3, Point 3 of the Criminal Code adopted on April 18, 2003 with paragraph 3, which corresponds to paragraph 3 of article 296, part 3 of the Criminal Code, which entered into force on July 1, 2022, and Article 264, Part 1 of the Criminal Code, adopted on April 18, 2003, which corresponds to Article 301, Part 1 of the Criminal Code, which entered into force on July 1, 2022).
On December 19, 2022 according to the decision of the supervising prosecutor, a public criminal prosecution was initiated against V. Gh., the decision to file a charge and choose preventive measure was sent to Shirak Regional Investigation Department of the Investigative Committee.
