21.07.2022 | The state-owned property was alienated for 39 times less than its cadastral value

The studies are still underway in the Department of State Interests Protection of the General Prosecutor's Office of the Republic of Armenia.

 

In the result of another study conducted on the basis of the documents received from the RA State Property Management Committee and the RA Audit Chamber of the Republic of Armenia, it was found that the evaluation company in 2016 carried out an assessment of a state-owned building with an area of ​​708.28 square meters and a plot of land with an area of ​​1.064.4 square meters located at the address No. 4/5 of Usanoghakan District, Abovyan town. In the result, according to the conclusion of 01.12.2016 given by the company, the total value of the specified property was only 8.151.920 AMD. Besides, the conclusion was not provided to the General Prosecutor's Office of the RA on the grounds that it is absent from the case of property alienation. And the service provision process between the company and the RA State Property Management Department was carried out without a service provision contract.

 

In the result of the tender No. 882-N of 13.06.2003 of the Government of the Republic of Armenia the above mentioned property was expropriated for 2.003.418 AMD.

 

Meanwhile according to the data available on the website “e-cadastre.am” of the Cadastre Committee of the Republic of Armenia, the cadastral value of the mentioned real estate was 78.074.138 AMD.

 

In other words, the study shows that the RA State Property Management Department, in violation of the requirements of the RA Law, the property valuation was carried out without a legal basis, without concluding a contract.

 

The above-mentioned property having the value of 78 million AMD was valued at about 8 million AMD, that is, about 10 times less, which was accepted by the tender commission as the basis for the tender. In the result, the said property was alienated for 39 times less than the cadastral value for only 2 million AMD, causing the state a particularly large property damage of around 76 million AMD.

 

The outcomes of the study with the attached documents, were sent to the RA Investigative Committee for the issue of initiating criminal proceedings.
