07.07.2022 | It is needed to strengthen the technical safety control over the operation of ropeways, water attractions and merry-go-rounds

During recent years, cases of causing damages to the life and health of citizens in the result of operation of objects in violation of technical safety requirements have been recorded. For example, in  September, 2019 two citizens suffered severely and a person died in the result of operation of single-chain ropeways with violations of technical safety requirements near Davtashen Bridge in Yerevan and in "Yeraz" park in April, 2022. In the result 2 citizens suffered severely and a citizen died. Criminal cases were initiated in connection with the mentioned cases. Similar cases have been reported before that case as well.

 

The State Interests Protection Department of the RA Prosecutor General's Office has studied the state of compliance with technical safety requirements in the process of operation of single-chain ropeways, water attractions and merry-go-rounds in the territory of the Republic of Armenia.

 

According to the data received from the RA Urban Development, Technical and Fire Safety Inspection Body, during 2019-2021 the inspection body carried out studies only in 2019. In the result, defects were not found, and violations of fire safety norms were found at some economic agents, and appropriate instructions were given to eliminate them.

 

Moreover, the above-mentioned studies were connected only with 135 entertainment facilities operated by 14 business entities operating in Yerevan city and 6 regions (Syunik, Kotayk, Lori, Armavir, Shirak and Ararat). And studies were not carried out regarding the entertainment facilities operated in other regions of the RA (Gegharkunik, Vayots Dzor, Tavush and Aragatsotn).

 

Taking into account the importance of the issue, as well as the fact that parks, pools and swimming pools are crowded especially during summer where single-chain ropeways, water attractions and merry-go-rounds (entertainment facilities) are also included, become the main places for citizens' entertainment, and are very dangerous especially for children’s life and health, the State Interests Protection Department of the RA General Prosecutor's Office addressed a letter to the head of the RA Urban Development, Technical and Fire Safety Inspection Body.

 

The Inspection Body was suggested to take effective measures for the shortest possible time.  The supervision should include all stages of operation of the entertainment facilities and their equipment, including their design, production and operation, storage, transportation, assembly, modernization, repair, maintenance and use.
