24.06.2022 | A trilateral meeting of the Prosecutor Generals of the Republic of Armenia, the Russian Federation and the Republic of Azerbaijan took place in Minsk

A trilateral meeting was held in Minsk between the Prosecutor General of Armenia Artur Davtyan, the Prosecutor General of the Russian Federation Igor Krasnov and the Prosecutor General of Azerbaijan Kamran Aliyev.

 

Within the competence of the prosecutor's offices of the three countries, issues of finding new opportunities for solving the humanitarian and legal problems that arose as a result of the war unleashed against Karabakh and still exist, were discussed. In addition, the process of implementing the agreements reached during the two previous meetings in the same format was discussed.

 

The parties stressed the importance of maintaining the tripartite format of prosecutors general as an effective platform for continuing legal contacts in the region aimed at ensuring stability, the rule of law, de-escalation, as well as fundamental human rights and security. In this context, the efforts of the Prosecutor General's Office of the Russian Federation and personally Prosecutor General Igor Krasnov to fully comply with the humanitarian requirements of the tripartite statement of November 10, 2020 were noted.

 

RA Prosecutor General Artur Davtyan noted that, despite the agreement reached during previous trilateral meetings on incidents on the line of contact between the Armenian-Azerbaijani armed forces and on the mediation exchange of operational information on ongoing investigations, criminal ceasefire violations continue, resulting in new threats to the realization of the vital rights and security of the civilian population.

 

As a clear example, the Prosecutor General of Armenia cited the actions of the Azerbaijani armed forces in the direction of the village of Parukh, as a result of which 3 servicemen were killed and 16 were injured. Artur Davtyan emphasized the need for a proper investigation of these actions in the village of Parukh, as well as other cases of gross violations of the ceasefire regime.

 

These realities also prove the urgent need to improve the efficiency of the format for the operational exchange of information using the resources of representatives of the Russian prosecutor's office located in Artsakh.

 

Armenian Prosecutor General Artur Davtyan noted that the 8th paragraph of the tripartite ceasefire statement of November 10, 2020 has not been fully implemented. He noted that the early return of the 38 Armenians held in Azerbaijan is crucial for restoring confidence between the parties, establishing peace in the region and expanding security guarantees. Artur Davtyan especially stressed the full implementation by Armenia of the humanitarian requirements of the tripartite statement.

 

As a result of the meeting, an agreement was reached to continue negotiations through the mediation of the Russian side in order to fully resolve humanitarian issues in a short time.
