24.05.2022 | The criminal case against the Deputy Chief of the General Staff of the Armed Forces of the Republic of Armenia and three high-ranking officers was sent to court with an indictment

In a criminal case initiated by the Investigation Department of the Department of Internal Affairs of the GVSU of the Investigative Committee of the Republic of Armenia, on the fact of forgery, official negligence and abuse of official position by officials of the RA Armed Forces, sufficient evidence was collected on the commission of possibly criminal acts by a number of high-ranking officials during martial law.

 

In particular, it was established that the Deputy Chief of the General Staff of the RA Armed Forces A.M. was appointed to the post of commander of the defense troops in the southern direction. October 21st, 2020 at about 08:00, having received information about the encirclement of the group of the commander of the military unit of the RA Ministry of Defense A.A. in the city of Kovsakan, as a commander and directly responsible for carrying out a combat mission, he did not organize a reconnaissance ambush with the formation of a detachment, which would make it possible to detect probable enemy movement routes and destroy a sabotage and reconnaissance group with accurate fire.

 

Refusing to rush to the aid of the members of the group led by A.A., he gave his subordinates the order to “Retreat”. As a result, 5 out of 40 servicemen of a group of 62 people led by A.A. were captured, 12 were killed, the location of the remaining 23 servicemen and 1 bus driver is unknown.

 

A.M. was charged with the above criminal acts under Part 4 of Article 375 of the RA Criminal Code.

 

For his part, the commander of the military unit of the RA Ministry of Defense A.A. in the conditions of martial law, he did not comply with the instructions of his superior to discuss the route and place of the final destination with the escorts and to clarify the circumstances of their receipt of this information, did not correctly clarify the task set by the superior chief and did not take measures to implement the decision. As a result, the escorts did not correctly understand the problem of bringing the personnel to the appointed place, and on October 21, 2020 one of them, instead of accompanying a group led by A.A. escorted to the intended point to the city of Kovsakan, where the headquarters was under siege, was in an unequal battle with the enemy, suffering the above losses.

 

For the commission of these criminal acts A.A. was charged under part 4 of Article 375 and under part 3 of Article 376 of the RA Criminal Code.

 

The supervising prosecutor approved the indictment and sent the criminal case to the Court of General Jurisdiction of Syunik region for consideration on the merits.
