12.05.2022 | The Prosecutor's Office urges to refrain from forcing people to participate in rallies, material interest for this purpose

The study of the materials of the relevant criminal proceedings initiated by the criminal prosecution authorities shows that there have been registered cases of coercion or material interest of citizens living both in the capital and in certain regions to participate in rallies, marches and actions. Criminal cases have already been initiated on the basis of three of them, on one of which two have been brought as defendants, and a measure of restraint in the form of detention has been chosen against them. And materials are being prepared for one case.

 

In particular, on May 5, 2022, a recording of a telephone conversation between two people was circulated on the Internet, in which was talked about the circumstances of receiving money for participating in rallies. In the Armavir Regional Investigative Department of the RA IC, on the basis of the prepared materials, a criminal case was initiated under Point 2 of Part 3 of Art. 163 of the RA Criminal Code.

 

As a result of the measures taken within its framework, the identities of these two persons were identified, information was obtained about one of the mentioned residents of the Armavir region, who was materially interested in participating in the rallies in Yerevan. According to the totality of evidence, the two above-mentioned residents of the Armavir region, who had already been arrested, were charged under Point 2 of Part 3 of Art. 163 of the RA Criminal Code.

 

In another case, on behalf of the Prosecutor’s Office of the city of Yerevan, the Investigative Department of the City of Yerevan of the RA IC prepared materials in connection with the publication in the media, according to which on May 4, 2022, drivers were forced to block the Kievyan and Davtashen bridges in Yerevan with trucks and concrete mixers. During the preparation of materials, it was established that 4 people blocked the pedestrian sections of the Kievyan-Davtashen bridges in Yerevan with various trucks.

 

In connection with the incident on May 5, 2022, a criminal case was initiated in the Investigative Department of the city of Yerevan of the RA IC under Point 2 of Part 3 of Art. 163 of the RA Criminal Code. As a result of the operational-search measures, data on the drivers were obtained. A preliminary investigation is underway to identify all the circumstances.

 

On the basis of the mentioned, the RA Prosecutor General's Office considers it necessary to remind that forcing people to participate in rallies, marches and events is a crime prohibited by criminal law, which entails a punishment of up to 5 years in prison.

 

At the same time, we urge citizens to provide information to law enforcement agencies in the event of such criminal acts or the availability of specific data regarding such manifestations.
