06.12.2021 | 1 criminal case and 11 materials on cases of electoral crimes during elections in the regions of Aragatsotn, Armavir, Tavush and Vayots Dzor

On December 5th, 2021 elections to local self-government bodies were held in Ashtarak and Talin communities of Aragatsotn region, in Araks, Armavir, Baghramyan, Khoy, Metsamor, Parakar communities of Armavir region, in Noyemberyan community of Tavush region, as well as in Vayk and Jermuk communities of Vayots Dzor region.


In connection with the elections in these communities, there were a total of 20 reports of election or other election-related crimes, 2 of which related to the campaign process and 18 to the voting process itself.


10 of the 20 alarm messages were received from individuals, including chairmen of election commissions, 1 - a post made by a user on social networks, 6 - posts in the media identified as a result of monitoring, and 3 - operational data received by employees police.


By their nature, the messages or alarm calls received in these 4 regions were:


• 1- giving, receiving a bribe or mediation in bribery,

• 1 - violation of the secrecy of voting during open voting,

• 3- impeding the exercise of the powers of members of the election commission, persons participating in elections,

• 1 - use of violence or threatening in the area adjacent to the polling station,

• 8 -attempts of double voting at different polling stations in different settlements,

• 3 - obstruction of the right to vote by sending voters,

• 1 – use of an administrative resource,

• 1 - different character.


11 messages about electoral or other election-related crimes were sent to the Police or investigating authorities with instructions to prepare materials in criminal proceedings, clarify the data presented in criminal proceedings, and give a legal assessment. Preparation of materials for 6 of them continues. In one case, in connection with the operational data received by the police on bribery for voting for a specific force in the enlarged community of Yeghegnadzor, in the Anti-Corruption Committee of the Republic of Armenia on December 2, under part 2 of Art. 154.2-2 of the Criminal Code of the Republic of Armenia, a criminal case was initiated, a preliminary investigation is underway.
