30.11.2021 | Cases of bribery, illegal sale of psychotropic pills in the "Gyumri Mental Health Center", 2 medical workers were detained

During the preliminary investigation carried out in Shirak Regional Investigative Department of the RA Investigative Committee by the criminal case initiated under Point 1 of Part 2 of Art. 266, Part 1 of Art. 267, Point 2 of Part 2 of Art. 269.1, Point 2 and Point 3 of Part 3 of Art. 311 and Part 1 of Art. 312 of the RA Criminal Code in the RA NSS Investigative Department, it was substantiated that the narcologist of Gyumri Mental Health Center CJSC by prior conspiracy with the nurse of the narcological department of the said center, by violating the relevant rules, falsifying documents, wrote out and illegally purchased some psychotropic / psychoactive / pills from the balance of CJSC “Gyumri Mental Health Center”, which the latter sold to some citizens.

 

In addition, it was found out that the specified narcologist, by prior agreement with 2 nurses of the narcological department, while carrying out professional activities from April 2021 to July 2021 demanded from citizens and received a bribe on an especially large scale. In particular, for the treatment of alcohol dependence and the implementation of appropriate injections, the treatment of alcohol dependence without registration, without appropriate examinations, the restoration of a driver's license, the latter demanded from various patients or their relatives and received a bribe in the amount of 5000 from 30.000 AMD.

 

During the preliminary investigation, searches were carried out at the addresses of residence of citizens, at the addresses of residence of the indicated employees of the medical center, during which psychotropic pills and substances were found out.

 

Forensic examinations were assigned to identify the circumstances importance for  the case, and a professional examination was also assigned.

 

By the combination of the obtained sufficient evidence the narcologist of Gyumri Mental Health Center CJSC A.S. and the nurse of the same department J.S. were charged under Point 1 of Part 2 of Art. 266, Part 1 of Art. 267 and Part 3 of Art. 311 of the RA Criminal Code. In relation to them, detention was chosen as a measure of restraint.

 

In relation to 9 citizens who gave a bribe for knowingly committing illegal actions in their favor, charges were brought under Part 1 of Art. 312 of the RA Criminal Code.

 

The preliminary investigation continues, measures are being taken to provide legal assessments of the acts of other persons involved in these criminal processes.
