01.10.2021 | The RA Prosecutor General's Office discussed the issues of increasing the number of cases of criminal violation of road transport rules, the fight against these cases

A working meeting was held in the RA Prosecutor General 's Office with a view to consider the main issues of the fight against criminal violations of traffic rules.


In the meeting, chaired by RA Deputy Prosecutor General Armen Afandyan, participated also the RA Deputy Minister of Territorial Administration and Infrastructures K. Ghalechyan, RA Deputy Chief of Police K. Tsutsulyan, Yerevan City Prosecutor S. Hovhannisyan, Head of the Department of Crimes against Public Security of the RA Prosecutor General 's Office K. Bisharyan, Head of the Traffic Police Service of the Police of the Republic of Armenia E. Karapetyan, Head of the First Division of the General Department for Control over the Activities of Territorial Investigative Departments of the RA IC A. Gevorgyan, Head of the Traffic Management Department of the Transport Department of the Yerevan Municipality Office A. Sargsyan and etc.


The general state of criminal violations of road traffic accidents and traffic rules, preventive measures, the effectiveness of the penal policy, cooperation between state competent authorities in this field, as well as issues related to the effectiveness of preliminary investigations in connection with traffic violations were discussed.


Deputy Prosecutor General of the Republic of Armenia A. Afandyan expressed concern over the growth of trends of road accidents. In his opinion, in order to resolve issues in the field, it is necessary to interact with all competent authorities.


According to the studies carried out in the RA Prosecutor General 's Office for the first half of 2021, 735 cases of crimes with violations of traffic rules were stated, which is by 176 or 31.5% more compared to the last year. The number of such fatal violations is increased by 57.3% (75 cases in the first half of 2020, 118 in 2021). Conditions contributing to the increase in the number of cases were analyzed.


The Prosecutor's Office stressed the importance of the issues of traffic police placement on interstate, republican and regional roads. Considering that the majority of car accidents occur at night, was discussed the possibility of providing lighting in cooperation with public authorities and business entities, at least in these areas, at intersections, as well as the possibility of providing for certain legislative provisions for this purpose.


Driving under the influence of alcohol or driving without a driver's license, as well as theft of road signs, are considered the more important of the problems. Options for toughening the means to combat these manifestations were discussed.


Much attention was paid to the implementation of measures aimed at the formation of legal consciousness and responsible behavior of road users, the use of a wide range of tools for informing the population, the prospects for conducting additional lessons on traffic rules in schools.


The issues of quality and efficiency of road traffic accident investigations, in particular fatal cases, were also discussed separately. The task was set to show consistency in ensuring the completeness of ongoing investigative and operational-search actions.


With a view to consider the process of performing the planned work, practical results, it was decided to make such meetings more frequent in the near future.
