06.09.2021 | Charges were brought against nine officials responsible for the protection of the forest fund of Lori region

In the context of the tough criminal law policy adopted by the RA Prosecutor's Office against illegal logging, the Prosecutor's Office of Lori region is especially consistent on the issue of providing mandatory legal assessments of criminal manifestations of non-fulfillment or improper fulfillment of obligations by officials responsible for forest protection.


Based on sufficient evidence obtained during the preliminary investigation carried out in criminal cases under the supervision of prosecutors of the regional Prosecutor's Office from 28.07. 2021 until 01.09.2021 - 9 officials under Part 2 of Art. 315 of the RA Criminal Code were charged.


By the preliminary investigation was substantiated that, according to their position, by undertaking to carry out measures of counteraction and supervision of illegal cutting of forests, they did not properly fulfill their obligations. In particular, they did not carry out visits, as a result of which an illegal territory with 1471 species of trees was found out. As a result, damage was caused in the amount of about 136 million AMD.


By all these criminal cases, the preliminary investigation is still in process, measures are being taken to ensure the completeness, comprehensiveness and objectivity of the cases, to restore the damage caused to nature, as well as to establish the involvement of other possible persons.


During this period, a criminal case was sent to the court on illegal cutting of trees in connection with the negligent performance of official duties by an official, in particular, by the forester of Gyulagarak forestry of Stepanavan forestry branch of Hayantar SNCO.


In June of this year, it was reported that, according to the assessment of sufficient data obtained during the preliminary investigation of the initiated criminal cases in the first 5 months, 18 officials of Hayantar SNCO were charged under Part 2 of Art. 315 and Part 1 of Art. 314 of the RA Criminal Code.


Taking into account the circumstances established during the investigation and the fact that during the investigation carried out in connection with the illegal cutting of trees, it was found out that mainly the cutting of trees was carried out in visibility, that is, the relevant police officers did not exercise supervision, the prosecutor of Lori region sent a letter to the First Deputy Chief of Police of the Republic of Armenia, specifically noting the necessary measures that are needed for strengthening control over forests, to prevent illegal logging in the region.
