09.07.2021 | A criminal case was initiated in Vorotan of Goris community for giving and receiving bribe, urgent measures are being taken

In the scope of election campaign of the early elections of the RA National Assembly the publication entitled “Legal bribe, or … the head of Goris community does not agree” published on “Aravot.am” media website on 10 June, 2021 was sent to Goris Division of the RA Police.


Factual data were obtained that a competent official of Goris Municipality, abusing official position, wasted particularly large amount of 6.130.000 AMD from the budget of the community. In particular, violating the demands of the Decision N 69-A, he/she provided financial assistance to 115 people – also residents from other communities. A criminal case was initiated on 22 June under Article 179, Part 3, Point 1 of the RA Criminal Code. The preliminary investigation is conducted at the General Department of Investigation of Particularly Important Cases of the RA Investigative Committee regarding the criminal case under Article 179, Part 3, Point 1 of the RA Criminal Code.


In the course of preliminary investigation factual data was received that S. O., the administrative head of Vorotan village, before the day of early parliamentary election of 20 June 2021, organized meetings with the participation of A. A., the Head of Goris Community, who suggested to submit applications to the Head of Goris community, guarantying that they will surely be granted.


It turned out that according to the Decision of 09.06.2021 the Acting Head of Goris Community, the applications on receiving social assistance were granted and they were given financial assistance in different sizes. In the result of preliminary investigation it turned out that most of the applicants are S. O.’s family members and relatives.


In the same time, data was received that S. O. informed some citizens that in case of providing social assistance the latter must participate in early parliamentary elections and vote for the Alliance “Armenia”.


Taking into account that factual data were obtained which include features of receiving and giving bribe, a criminal case was initiated at the RA Investigative Committee according to Article 154.2, Part 1 and 2 of the RA Criminal Code.  


Preliminary investigation on these articles is conducted at the Special Investigative Service as far as it was sent from the RA Prosecutor General’s Office. At the same time an investigative group was formed with the involvement of the investigators of the RA Investigative Committee and Special Investigative Service in the frame of which urgent investigative, procedural and other operative-investigative actions are conducted.
