09.07.2021 | Artur Davtyan discussed the aspects of humanitarian consequences of Artsakh war with the Head of the Council of Europe Director General for Human Rights and the Rule of Law

In the scope of the International conference of the Heads of Prosecutor’s Offices of the European countries, the RA Prosecutor General had a bilateral meeting with the Council of Europe Director General for Human Rights and the Rule of Law Christos Yakoumopoulos.

 

Both parties highly appreciated the quality of the relations between Armenia and European Council, the long-years cooperation between Armenia and European Council was underlined in the fight against criminality, in the scope of which the Republic of Armenia is involved in relevant projects of the Council of Europe.

 

Aspects of humanitarian consequences of Artsakh war were discussed during the meeting especially from the point of view of violation of fundamental rights and freedoms of human.

 

The RA Prosecutor General Artur Davtyan particularly presented the facts of total violations of the rights of the Armenian military servicemen, people who have the status of prisoners of war, as well as civilians under the control of Azerbaijan both during the war and after the adoption of a trilateral ceasefire declaration on November 10, 2021 by the Azerbaijani Armed Forces. Estimating all those facts unacceptable in regard with any country of the Council of Europe, Artur Davtyan underlined the necessity of the respond of international community, particularly, the institutions of the Council of Europe in the field of human rights.  

 

Artur Davtyan mentioned that the full implementation of Point 8 of trilateral ceasefire declaration and the full and fair solution of the humanitarian issues can be a cooperation guarantee for peace-making, economic and other fields in the region. But the non- constructive actions of the Azerbaijani do not contribute to the stabilization of the situation, they directly contradict the requirements of the tripartite declaration.

 

As an noticeable example of non-constructiveness, Artur Davtyan reminded of the illegal criminal prosecution of Armenian prisoners of war and the fake trials on baseless charges against Armenian prisoners of war by the Azerbaijani law enforcement bodies, noting that they are held with serious violations of the rights of numerous Armenian prisoners of war and civilians which are guaranteed by the European Convention on Human Rights.

 

Artur Davtyan also presented the deliberate criminal harassments against the Armenian historical and cultural heritage by the Azerbaijani Armed Forces motivated by national hatred.

 

Both parties expressed readiness to exchange information on the issue in question.
