21.06.2021 | Proceedings were initiated regarding 319 reports, 6 criminal cases were initiated on electoral offences during the polling of early parliamentary elections

The working group formed at the RA Prosecutor General's Office for the early elections of the RA National Assembly has summed up the outcomes of the alerts, reports received from 8.00 to 20.00 during 20 June - the polling day.



During the reporting period, in particular, 319 reports and alerts were proceeded out of which 68 were media publications, 127 reports were received by natural entities, including received through the hotline of the RA Prosecutor General's Office, 17 - posts made by the citizens in the social networks and 107 - operative data received from the police officers.



From the reports and alerts on criminal offences:



  • 79 - hindrance to implementation of the right to elect (Article 149 of the RA Criminal Code),
  • 7 - violence in the precinct center or in the area adjacent to its entrance (Article 149.2 of the RA Criminal Code),
  • 89 - voting more than once (Article 153 of the RA Criminal Code),
  • 46 – cases of breaching the confidentiality of ballot (Article 154 of the RA Criminal Code),
  • 60 - on giving electoral bribe, (Article 154.2, Part 2 of the RA Criminal Code),
  • 6 – obstructing the free will of the voter (Article 149.1 of the RA criminal Code),
  • 32 – others, not related with electoral crimes.


Regarding 169 reports on electoral crime allegations which were abstract and had general nature, were sent to the RA Police to undertake necessary verification measures.


From the mentioned 319 reports, 150 reports were sent for investigation or preliminary investigation with the instruction to prepare materials in the manner prescribed by Articles 180-181 of the RA Criminal Procedure Code.


In the result criminal cases were initiated on 6 reports, out of which:


1 – according to Article 154.2, Part 1 and 4, Points 1 and 2, Article 154.9, Part 1 of the RA Criminal Code,

2 – according to Article 154.2, Parts 1 and 2 of the RA Criminal Code,

1 - according to Article 154, Part 1 of the RA Criminal Code,

1 - according to Article 154.1, Part 2 of the RA Criminal Code,

1 - according to Article 154.4 of the RA Criminal Code.


The following criminal cases are in the stage of investigation and the outcomes, the founding of the law enforcement bodies as well as criminal prosecution necessary information will be given later.  


The Prosecutor General’s Office will soon present the outcomes of all the reports, alerts received during the electoral procedure.
