08.04.2021 | The Prosecutor General of Russia Igor Krasnov visited Armenia by the invitation of the RA Prosecutor General Artur Davtyan

The Prosecutor General of the Russian Federation Igor Krasnov paid a working visit to the Republic of Armenia.

As it was reported earlier, during the working visit of the RA Prosecutor General to Moscow in January this year, Artur Davtyan invited his Russian colleague to Armenia.

This is the first visit to Armenia of this level since 2013, and this is the first foreign visit of Igor Krasnov as the Prosecutor General of the Russian Federation.

The working visit of the RF Prosecutor General was started with a meeting with the RA Prosecutor General Artur Davtyan, which took place on April 8 at the RA Prosecutor General's Office.

The Prosecutors General of the two countries highly appreciated the level of partnership between the systems headed by them, for further strengthening and deepening of which all possible mechanisms are applied by both sides. This is evidenced by the fact that since 2007, the Prosecutors General of the two countries have signed 6 cooperation programs.

Welcoming Igor Krasnov to the RA Prosecutor General's Office, Artur Davtyan noted that the organization of such visit in the post-war period in itself underlines the strategic importance of cooperation between the two countries.

Artur Davtyan noted with satisfaction that as a result of the high-quality mutual assistance provided in the field of extradition and legal assistance, by many cases evidence is being collected that plays a decisive role in the outcome of criminal cases, and in recent years the Russian Federation has satisfied numerous requests from the Armenian side for extradition, as a result of which numerous persons accused of grave, especially grave crimes were extradited to the law enforcement bodies of the Republic of Armenia.

In achieving this level of cooperation, Artur Davtyan highly appreciated the personal contribution of the Prosecutor General of the Russian Federation.

The Prosecutor General of the Russian Federation thanked for the reception and reaffirmed that cooperation between the Prosecutor's Offices of the Republic of Armenia and the Russian Federation is indeed very effective, and there is still much to be done in the near future, especially in the field of countering transnational crime, protecting the rights of citizens of the two countries, improving the professional skills of prosecutors. The Prosecutor General of the Russian Federation also attached importance to the cooperation of the Prosecutor's Offices of the RA and the RF in various international fields and invited the Prosecutor General of the Republic of Armenia to participate in the Conference of the Heads of Prosecutor's Offices of European States, which will be held in St. Petersburg in July 2021.

During the meeting, the factors that hinder the establishment of local peace in the region after the war of 2020 were also discussed. Highly appreciating the personal contribution of the President of the Russian Federation in ending the war, as well as the work done by the Russian peacekeeping forces to ensure peace and stability in Artsakh, Artur Davtyan noted that only the full implementation of Point 8 signed on November 9, 2020 of the agreement related to the return of all POWs and the resolution of humanitarian issues can become a guarantee of lasting peace in the region, cooperation in the economic and other fields. Artur Davtyan added that the RA Prosecutor's Office regularly provides the Russian side with information and evidence about Armenian POWs, civilians, and in this connection, the RF Prosecutor's Office is in constant contact with the Azerbaijani side.

During the meeting, the RA Military Prosecutor Vahe Harutyunyan outlined the full picture of the war crimes committed by the enemy during the war, gross violations of international humanitarian law, and the available data on the involvement of international terrorism in hostilities by Azerbaijan.

The Prosecutor General of the Russian Federation expressed hope that in the process of realization of the agreement signed in November 2020, the active participation of the prosecutors of the two countries, especially in humanitarian issues  will lead in the near future to strengthening peace in the Nagorno-Karabakh region, restoring the natural life of the main spheres of public life, and the citizens will form a conviction of stability and tranquility in relation to tomorrow.

As a result of the meeting, Artur Davtyan and Igor Krasnov signed a joint statement on intentions to develop cooperation between the Prosecutor General's Offices of the Republic of Armenia and the Russian Federation, which is aimed at improving the qualifications of prosecutors and strengthening the partnership in numerous fields.

Within the framework of the visit the meeting of the Prosecutor General of the Russian Federation with the Prime Minister of the Republic of Armenia Nikol Pashinyan is also planned.
