Deputy Prosecutor General of the Republic of Armenia Gevorg Baghdasaryan met with the Acting Head of the Council of Europe Office in Yerevan Maxime Longangue. In the course of the meeting, the RA Deputy Prosecutor General attached importance to the cooperation between the RA Prosecutor's Office and the Council of Europe and noted the importance of the programs implemented by the Council to improve the effectiveness of the fight against crime and guarantee the protection of human rights in this process.

 

Stating the need to consistently improve the fight against corruption, Gevorg Baghdasaryan noted that the RA Law “On Confiscation of Property of Illegal Origin” adopted taking into account the expert opinions of the Council of Europe is already in effect, and this institution is a serious tool in the fight against corruption.

 

The Deputy Prosecutor General also stated that the opinions of the experts involved by the Council on the drafts of the RA Criminal Code and the RA Criminal Procedure Code are a serious investment for their improvement and noted that after the adoption of the codes, in order to ensure their proper application in practice, it will be necessary to carry out large-scale work on staff training, development of scientific -practical, methodological guidelines and commentary.

 

Maximе Longangue said that the Office of the Council of Europe in Yerevan is committed to promoting reforms in the fields discussed and will continue to participate in the implementation of the necessary measures within the framework of the programs.

 

Speaking separately about the fight against discrimination and hatred, the parties discussed the idea, initiated by the RA Prosecutor's Office, to criminalize the insults toward the officials in connection with the exercise of their powers, during which Maximе Longangue stated that the means of combating hatred should not become tools of limiting freedom of speech and criticism. Gevorg Baghdasaryan noted that the proposed idea and the draft legislative amendments drawn up on its basis are not a means of combating criticism and are not aimed at protecting officials, but providing the necessary conditions for the exercise of their powers and the authority of the state and state institutions.

 

At the end of the meeting, the parties agreed to continue and intensify cooperation with a view to resolve the issues discussed.
