The Prosecutor's Office of Ararat Region of the Republic of Armenia has summed up the outcomes of the activities of Prosecutor’s Office in the fight against corruption crimes in the territory of the region, as well as the initiatives of the Prosecutor's Office of Region in the first half of 2020.
According to the proceedings under the supervision of the prosecutors of the Prosecutor's Office of Ararat Region 32 criminal cases have been initiated on corruption cases during the first half of 2020. 9 cases out of them has been initiated in the sphere of education, 15 cases in the sphere of local self-government, 2 cases in the sphere of medical institutions, and 1 case in connection with the alleged corruption abuses in the sphere of WUA. Criminal cases have also been initiated in connection with cases of abuse of official position, taking bribery and official fraud committed by the officials of various state institutions.
During the first half of 2020, 18 people were prosecuted in criminal cases under the judicial supervision of the prosecutors of the Prosecutor's Office of Ararat Region, 8 out of them were officials, including 5 community leaders, 1 archive manager, 1 director of a medical center, 1 director of school.
In general, during the first half of 2020, 56 corruption cases were investigated under the judicial supervision of the prosecutors of the Prosecutor's Office of Ararat Region, 3 out of which were sent to court with indictments against 4 people, which is more with 1 compared to the first half of 2018 in spite of the difficulties of coronavirus pandemic.
The total damage caused to the state and communities by criminal cases is initially amounted 254.852.602 AMD, out of which 35.624.152 AMD was recovered. Besides this index of recovering the damage is more with 24.343150 AMD or 215% than in the same period of time in 2019 in case of nearly the same number of cases examined. As well as in all cases the damage was recovered with the active involvement of the staff of the Prosecutor's Office of Ararat Region.
It is also significant that during the first 6 months of the year by means of criminal case with rejected materials was repaired 1.374.154 AMD, while during the same period in 2019, almost no damage was repaired for such cases.
Tools of criminal proceedings were used to repair the damage caused to the state but not repaired, and decisions were made to seize the property belonging to the accused in all cases where the damage caused to the state or the community was not fully repaired. In all the cases when the causes and circumstances of crime were found out, relevant petitions and reports were submitted to the competent state bodies.
The Prosecutor's Office of Ararat Region has also done efficient work in the sphere of protection of state interests. In the scope of this function, studies were carried out in about 131 fish farms in the territory of the region, in "Khosrov Forest" SNCO, in the lease of lands overloaded by telecommunication stations in the whole region, in other spheres of unauthorized constructions in communities.
3 criminal cases were initiated by the prosecutors of the Prosecutor's Office of Ararat Region, and 4 criminal cases were initiated based on the outcomes of that study with materials prepared in other bodies in the scope of the implementation of the mentioned competences.
Within the framework of the state interest’s protection, in the result of warnings by the Prosecutor's Office of the region 1 large – 5 hectare fish farm was legalized, as a result of which about 111 million AMD was paid to the community budget.
