According to the operative data received on cases of causing damage of 1 billiard 361 million AMD stated that during 2008-2009 and 2014-2015 many real estates were alienated by means of criminal schemes.
According to the materials prepared at the Department of Criminal Police of General Department during 2008 that N Ltd. had applied to the Ministry of Urban Development to buy the real estate in Aharonyan street, Yerevan with 5840 sq. m. and the area for service with 3.5 ha.
Then in the mentioned period the Minister of the RA Urban Development and the competent representatives of "Expertise Center for Urban Development Projects" Joint-Stock Company (JSC) abused their position, violated requirements of law, without providing a proper project, organized the procedure of alienation. In the result according to the Decisions of 31.07.2008 and 12.03.2009 of the RA Government the real estate belonging to the company estimated at fair value were alienated to the company for 661.388.800 AMD. In the result the state was caused particularly large amount of 599.628.200 AMD damage.
At the same time the former Minister had organized the alienation procedure for the real estates in Aghayan street – 51.9 sq. m., Leo street - 38.7 sq. m. and A. Avetisyan street - 49.3 sq. m. Then in 20.03.2009 and 25.03.2009 the alienated properties were bought by the family members of the Minister. So the state was caused 46.651.666 AMD damage.
Such embezzlements took place also during 2014-2015. The real estate with 5493.63 sq. m. area on Aharonyan street was alienated for 45.882.797 AMD and 279.203.203 AMD damage was caused to the state in the result of the alienation.
In addition, the Minister of the RA Urban Development and the competent representatives of "Expertise Center for Urban Development Projects" JSC abused their position, violated requirements of law has organized the procedure of the alienation of the land plot with 7559,2 sq.m. area and the building of Laboratory N 3 with 1452,2 sq.m. to NN LTD. The damage to the state was in the amount of 435.653.649 AMD.
A criminal case was initiated under Article 308, Part 2, Article 179, Part 3, Point 1 and Article 38-179, Part 3, Point 1 of the RA Criminal Code.
