15.04.2020 | The traffic violations are increasing in Shirak region. The prosecutor of the region applied to the Head of the "Traffic Police" and the Marzpet

The Prosecutor's Office of Shirak Region of the Republic of Armenia studied the statistics and the causes of traffic violations during 2019 and the first quarter of 2020 in the territory of the region.

 

During 2019 209 cases of traffic violations were reported in the territory of the region, in the result of which 19 people died and 306 people were injured.

 

At the same time in the first quarter of 2020 47 cases of traffic violations were reported, which is more with 4 compared with the same period of 2019. During three months of 2020 the number of people who were bodily injured in the result of traffic violations increased by 14% (64 people in 2019, 73 people in 2020).

 

It is troublesome that the number of cases of driving under the influence is increasing. 5 cases were reported because of driving under the influence. Meanwhile, in 2019 it was twice more, 10 such cases were reported in the result of which 13 people received various bodily injuries.

 

If in the first quarter of 2019 99 cases of driving means of transport driving under the influence were identified, in 2020 149 cases or more than about 50% were identified.

 

The drastic increase of the number of accidents caused by speeding increased about 5 times which is a great concern. 2019 89 such cases were reported, in the result of which 13 people died and 136 were injured. While in 2018 only 17 accidents have occurred because of exceeding the speed limit, in the result of which 4 people died and 24 were bodily injured. Moreover, in 3 cases, which caused death, the drivers did not have driver's license.

 

The above-mentioned are conditioned first of all by the fact that they do not take effective measures to prevent administrative offenses, inefficient allocation of traffic police officers and the circumstances of not administering intensive and non-coordinated work in places where traffic violations are reported more often. 

 

Another contributing factor is that disobedient drivers drive at high speeds, sometimes competing or not obeying traffic lights in the central squares of Gyumri, Artik and Maralik, in several streets of Gyumri.

 

Besides, minibuses and transport means used as taxis are often provided to people who have not the proper driver's license. It turned out that in some cases, drivers without driving license work in the online taxi services, in the result of traffic violations taken place by these means people suffered bodily.

 

In order to draw attention to these circumstances and to undertake measures based on them, in 2019 twice letters were addressed to the Traffic Police Service of the RA Police by the Prosecutor's Office of Shirak Region. However, the number of criminal violations detected by the Traffic Police has increased.

 

A significant number of road accidents also take place because of insufficient furnishings of the roads, lack of markings, poor visibility and bad condition of the asphalt.

 

Manholes, holes and unevenness in some parts of the roads have been left open for a long time. There is no lighting at the crossroads of inter-communities or communities, even in areas where there have been numerous accidents in the past, including deaths.

 

In line with the current situation, Karen Gabrielyan, the Prosecutor of Shirak Region of the Republic of Armenia addressed petitions to the Head of the Traffic Police Service of the Police of the Republic of Armenia and the Marzpet of Shirak Region of the Republic of Armenia to be effectively involved in their discussion.
