27.03.2020 | 257 trees have been found cut in different forest parts of “Dilijan National Park” SNCO, a criminal case was initiated

The Department of State Interests Protection of the Prosecutor General’s Office of the Republic of Armenia has examined the documents of the inspection conducted in the forest areas of “Dilijan National Park” SNCO and as a result of many cases of illegal logging have been disclosed, which were committed by officials as a result of careless or not diligent treatment   cutting improper performance by failing to implement or not properly implement their responsibilities.


Particularly, the Head of the Inspection of Nature Protection and Subsoils of the RA, according to the recommendations given in August 2019, the inspectors from the Department of Biodiversity Control of the same body and Yerevan, Tavush, Shirak regions conducted inspections in the forested areas of "Dilijan National Park" SNCO, which included the period of November 2017 up to the end of the inspection.


During the partial inspection, 257 illegal logging of different kinds and diameters were found, out of which 92 loggings were found in “Haghartsin”, 54 in “Shamakhyan” and 111 in “Dilijan” areas. The examination of the compiled acts revealed that illegal logging of these trees caused more than 28 million AMD damage to nature.


Pursuant to Article 26 3) of the RA Forest Code, the officials of the State Forest Service, within their competence, shall be obliged to prevent infringements of forest legislation within their jurisdiction, proceed cases of forest legislation infringements by the determined order, submit a solicitation to the respective state body to hold responsible persons committed administrative or criminal violations of forest legislation, as well as, within their jurisdiction, to bring a suit to the court with the demand to get compensation for the damage caused to the forest enterprise. However, officials of “Dilijan National Park” SNCO did not perform their duties properly as prescribed by the above-mentioned articled, and in from 25 November, 2017 to 30 September, 2019 no illegally cut trees were found in the areas inspected, no forest breach records were made.


Taking into account that the research made by the Inspection of Nature Protection and Subsoils of the RA and the examination by the RA Prosecutor General's Office resulted that data on the officials having elements of crime with grave consequences for negligent or negligent conduct as a result of improper or negligent treatment of the service. A criminal case was initiated by the Department of State Interests Protection of the Prosecutor General’s Office of the Republic of Armenia under Article 315, Part 2 and Article 296, Part 3 of the Criminal Code of the Republic of Armenia.


The criminal case has been sent to the RA Investigative Committee, proceeding is instituted and preliminary investigation is under way.
