18.03.2020 | Damage in the amount of 14 million AMD by abuses committed in the process of providing dental services by the state order

Based on the documents received from the RA Ministry of Health within the framework of a lawsuit to protect state interests, the RA Prosecutor General’s Office examined the legality of the application of state measures allocated for medical care and services by the closed joint-stock company providing dental services and operating in Artashat city.

 

It was found out that between the RA Ministry of Health and the mentioned CJSC in 2016, 2017, and 2018 agreements were concluded on the provision of medical care and free services to the population under privileged conditions guaranteed by the state.

 

To verify the reliability of the reports submitted regarding the fulfillment of the obligations assumed by the company on the basis of the results of inspections carried out by the RA Ministry of Health last year, and then also on the basis of the examination of the documents related to it by the Prosecutor General 's Office, it was found out that in 2016 - 88, in 2017 - 168 and in 2018  - 219 medical records did not contain records substantiating the provision of services related to the health, examination and dental condition of patients, as well as the treatment process.

 

The company's management by other variants, in particular by the expenditure of necessary materials, also did not justify the circumstance of providing medical assistance to patients by 475 cases.

 

Meanwhile, State Health Agency of the RA Ministry of Health presented false reports on the receipt of compensation for these 475 cases, as a result of which 14 million AMD were allocated from the state budget to the company for the provision of services.

 

Taking into account that in the course of the study, data were obtained containing signs of falsification of official documents by the relevant company official, and damage caused to the state in the amount of 14 million AMD as a result of using his managerial powers contrary to the interests of the company in the Department of State Interests Protection of the RA Prosecutor General’s Office a criminal case was initiated under Part 2 of Article 214 of the RA Criminal Code.

 

With the instruction to carry out the preliminary investigation, the criminal case was sent to the RA IC.
