27.09.2019 | Structural changes and personnel changes in the RA Prosecutor General’s Office

Based on the tasks, goals and principles agreed upon and discussed during the meeting of the board of the prosecutor’s office, the RA Prosecutor General A. Davtyan has signed the relevant decrees regarding the approval of the new structure of specialized units of the RA prosecutor’s office, the new statute of the RA prosecutor’s office as well as the functions of prosecutors and units of the prosecutor’s office.

 

Accordingly, instead of the previous 9 departments, 12 have been created in the new structure of specialized units of the Prosecutor General's Office, some of which, as before, specialize in accordance with the constitutional functions of the prosecutor's office, and others - in accordance with the types of crimes.

 

Accordingly, the following specialized departments will operate in the RA Prosecutor General's Office:

 

  1. Department for Combating Corruption Crimes
  2. Department for Combating Crimes Against Human
  3. Department for Combating Economic Crimes
  4. Department for Crimes Against Property
  5. Department for Crimes Against Public Security
  6. Department for Crimes Against Public Health
  7. Department of Supervision over Legality of Pre-trial Proceedings in the RA SIS
  8. Department of Supervision over Legality of Pre-trial Proceedings in the RA NSS
  9. Department of Supervision over Legality of Penalties and Other Means of Compulsion
  10. Department of State Interests Protection
  11. Department of Organization, Supervision and Legal Assistance
  12. Department of International Legal Cooperation

 

The choice of such structural model is due to the need for the effective exercise of the powers of the prosecutor’s office, clarification of the functions assigned to the prosecutor’s subdivisions, deepening the specialization of the prosecutor’s subdivisions by type of crime and improving the quality of prosecutor’s supervision.

 

The goal of the changes has been that such structural model would best serve for the implementation of a unified criminal policy to combat crime, which is due to the need to confront the current challenges in this area.

 

RA Prosecutor General Artur Davtyan has also signed decrees on the appointment of the heads of the new structural units of the RA Prosecutor General's Office.

 

Respectively:

 

  1. 2nd Class Counselor of Justice Arsen Simonyan has been transferred and appointed to the post of Head of the Department for Combating Economic Crimes

of the Prosecutor General 's Office of the Republic of Armenia,

  1. 2nd Class Counselor of Justice Artur Chakhoyan has been transferred and appointed to the post of Head of the Department for Combating Corruption Crimes of the Prosecutor General 's Office of the Republic of Armenia,
  2. 1st Class Counselor of Justice Artak Harutyunyan has been transferred and appointed to the post of Head of the Department for Combating Crimes Against Human of the Prosecutor General 's Office of the Republic of Armenia,
  3. 1st Class Counselor of Justice Armen Afandyan has been transferred and appointed to the post of Head of the Department for Crimes Against Property of the Prosecutor General 's Office of the Republic of Armenia,
  4. 1st Class Counselor of Justice Karen Bisharyan has been transferred and appointed to the post of Head of the Department for Crimes Against Public Security of the Prosecutor General 's Office of the Republic of Armenia,
  5. 1st Class Counselor of Justice Raffi Aslanyan has been transferred and appointed to the post of Head of the Department for Crimes Against Public Health of the Prosecutor General 's Office of the Republic of Armenia,
  6. 2nd Class Counselor of Justice Arsen Martirosyan has been transferred and appointed to the post of Head of the Department of Supervision over Legality of Pre-trial Proceedings in the RA SIS of the Prosecutor General 's Office of the Republic of Armenia,
  7. 2nd Class Counselor of Justice Armen Panosyan has been transferred and appointed to the post of Head of the Department of Supervision over Legality of Pre-trial Proceedings in the RA NSS of the Prosecutor General's Office of the Republic of Armenia.

 

By the initiative of the RA Prosecutor General, Artur Davtyan, a board meeting has been convened and held, during which issues related to the organization of the natural course of works and the quickest possible adaptation of the system to these changes after structural and personnel changes have been discussed.

 

The Prosecutor General has congratulated the newly appointed heads of the departments, noting that the changes have marked a new beginning of systemic reforms aimed at strengthening legal order in Armenia, implementation of more effective and unified principles of prosecutorial functions during pre-trial proceedings, ensuring the rights of participants in criminal proceedings, as well as harmony of state, public and private interests.

 

The Prosecutor General has ordered to redistribute criminal cases as soon as possible. Another priority is the specialization of prosecutors by type of crime and the development of the abilities of structural units aimed at identifying legitimacy, revealing trends in crime dynamics.
