Within the framework of initiating a lawsuit for state interests protection, State Interests Protection Department of the RA Prosecutor General’s Office has reviewed the verifications carried out at " Book and Publishing Center " SNCO of the RA Ministry of Education, Science, Culture and Sport by the Financial Inspection of the Ministry of Finance of the Republic of Armenia. Relevant documents have also been requested and received from the Ministry of Education, Science, Culture and Sport of the Republic of Armenia.
In the course of the study it has been revealed that by the results of different agreements signed between the RA Ministry of Culture and SNCO, as well as Hayastan All-Armenian Fund and SNCO in 2014-2017, a total sum of 1.182.200 AMD has been subject to be returned to the RA State Budget. According to preliminary data, during the inspection, in April-July 2017 and after that, the aforementioned funds have been returned to the cash register of the organization, but have not been registered and have not been actually returned to the RA state budget. In addition to that, it has also been found out that during 2014-2017, 1.457.200 AMD have been paid without substantiating documents.
Thus, the officials of " Book and Publishing Center " SNCO of the RA Ministry of Education, Science, Culture and Sport, with the use of their official position, have appropriated the state budget funds entrusted to them in the amount of 2.639.400 AMD.
Taking into account that the recorded violations may contain signs of the crime of large -scale theft with the use of their official position, a criminal case has been initiated in the State Interests Protection Department of the RA Prosecutor General's Office under Point 1 and Point 3 of Part 2 of Art. 179 of the RA Criminal Code.
Notice: Every person suspected in or charged with a criminal offense shall be presumed innocent unless proved guilty in the manner prescribed by the RA Criminal Procedure Code and unless the verdict comes into legal force.
