The RA Prosecutor General’s Office has examined the documents received from the Ministry of Justice of the Republic of Armenia, compiled regarding the studies of the construction works of the penitentiary institution of “Armavir” of the RA Ministry of Justice during the period of 2007-2015. It has been found out that after the construction works have been completed, the commission created by the decree of the RA Minister of Justice on January 20, 2016 has accepted for operation the penitentiary institution of "Armavir".
119.000.000 AMD have been paid from the state budget for the services rendered to the CJSC recognized as the winner in the course of the competition announced in 2006 with a view to carry out project and estimate works, and 9.827.762.133 AMD to the company performing the construction works.
By decree dated 20.07.2019 of the head of the penitentiary service of the Ministry of Justice of the Republic of Armenia with a view to conduct studies in the penitentiary institution, a commission has been established, which, has carried out an actual inventory in the penitentiary institution. As a result, it has been found out that the installed doors, pumps in the building of the PI do not correspond to the data presented in the estimate documents, contracts and executive acts.
Moreover, concerning the doors installed in the cells of the institution, the damage caused to the state has amounted to 48 million AMD.
The actual data indicate that the employees of the company that carried out the construction works have not performed the work in an appropriate way and have installed property not corresponding to the quality, and the competent officials of the penitentiary service of the Ministry of Justice of the Republic of Armenia have accepted not corresponding to the quality /set by the documents/ works.
Taking into account that the materials compiled in connection with the studies contain corpus delicti on the fact of the theft in especially large amount from the state budget of the Republic of Armenia, abuse of powers by the competent officials of the penitentiary department of the Ministry of Justice of the Republic of Armenia, official forgery, a criminal case has been initiated under Point 1 Part 3 of Art. 178, Part 2 of Art. 308, Art. 314 of the Criminal Code of the Republic of Armenia by the Department for Investigation of Especially Important Cases of the RA Prosecutor General's Office.
The preliminary investigation has been instructed to the RA SIS.
