At the beginning of this year, the Prosecutor’s Office of Lori Region has reviewed the state of legality of fight and prevention of the sale and purchase of drugs in the penitentiary institution of Vanadzor. It has been found out that in the result of inadequate fulfillment of the obligations by the staff of the penitentiary institution, the disclosure rates of these crimes have decreased significantly.
In particular, it has been stated that during 2018 only 3 cases of illicit drug trafficking have been discovered and prevented by the staff of the penitentiary institution of Vanadzor. Meanwhile, in the result of the consistency of the Prosecutor's Office of Lori Region, it has become clear that there have been other vicious manifestations of drug trafficking in this institution.
For example, during the regular court session of the criminal case investigated in the court of first instance of general jurisdiction of Lori Region, the accused has told that in the penitentiary institution of Vanadzor he had used psychotropic substances <<Azaleptin >> and << Diazepamum>> that had been provided to him by the convicts of the penitentiary institution.
Despite the fact that, within the framework of the materials of penitentiary institution, prepared on the basis of a report presented by the prosecutor of the region in this regard, the accused has refuted the statement made by him in court, in the result of the forensic toxicological examination of the urine, an amphetamine-type drug has been found out.
Thus, the accused had used the drug in prison, and the relevant staff of the prison had not noticed this fact.
The last criminal case concerning the attempt to sell illicit psychotropic substances in this penitentiary institution according to materials prepared by the investigator of “Vanadzor” penitentiary institution has been initiated on June 07 in accordance with Part 1 of Article 34-268 and Point 3 of Part 2 of Article 34-266 of the RA Criminal Code. With a view to conduct preliminary investigation, the criminal case has been sent to Lori Region Department of the RA Investigative Committee.
