Board meeting was held at the Prosecutor General’s Office of the Republic of Armenia, which was led by the Prosecutor General of the Republic of Armenia- Artur Davtyan.

The representatives of the Police, the National Security Service, the Special Investigation Service, the Investigative Committee, the State Revenue Committee, the Human Rights Defender of the Republic of Armenia, as well as the Deputy Minister of Justice of the Republic of Armenia took part in the board meeting.

Head of the Department for Investigation of Especially Important Cases at the Prosecutor General's Office of the Republic of Armenia - Vahagn Muradyan and Head of the Department for Combating Corruption and Economic Crimes - Tigran Ambaryan presented reports.

Head of the Department for Investigation of Especially Important Cases at the Prosecutor General's Office of the Republic of Armenia - Vahagn Muradyan presented the state of preliminary investigation of criminal cases investigated in connection with cases of torture and ill-treatment (during the period of 2014-2015).

The RA Prosecutor General - Artur Davtyan instructed to send materials to the SIS in cases when a person's physical injuries obviously can’t be connected with the case on the suspicion of which the person was arrested, also in those cases when the person gave unreliable information regarding the circumstances of the injuries.

Importance was attached to the implementation of forensic examination of alleged victims of torture under the conditions that exclude auditory control by the investigative body and law enforcement agencies.

Concerning the employees carrying out the medical examination of the alleged victims of torture, the RA Prosecutor General noted the mechanisms that exclude the administrative or official attachment of that people to the institution in which the person was kept.

The Prosecutor General of the Republic of Armenia highlighting the problems in the work carried out in the sphere under discussion, analysis of statistical data concerning the results of the investigated criminal cases, noted that in recent years considerable work done in the sphere had created the necessary conditions for increasing the effectiveness of the struggle against torture in our country, but still there is a need for both legal regulation and the improvement of the necessary mechanisms. In addition, the Prosecutor General noted the importance of intensifying the work in two areas –

improvement of preventive mechanisms that can protect the competent authority from ill-treatment of citizens within the scope of criminal proceedings
increase the effectiveness of the investigation of the facts of torture.

By the decision of the Board of the Prosecutor's Office was established a mandatory requirement to implement a disciplinary investigation in case of each decision taken by the European Court against  RA with a view to solve the problem of the responsibility of the guilty employees.

The representatives of other state bodies also presented their positions concerning the issues under discussion.

The RA Prosecutor General instructed the reporters to adequately notify NGOs about the investigations and decisions taken, and also hold round-table discussions with the international organizations concerning these issues.

Concerning the problems of the investigation of the above-mentioned corpus delicti, the Prosecutor General stressed the need for proper verification of the fact of tax evasion.

The Prosecutor General gave specific instructions in this direction.

At the end of the meeting took place the ceremony of taking the oath of the newly appointed prosecutors.
