14.05.2017 | The study of the reports on electoral offenses is still in the spotlight of the working group of the RA Prosecutor General’s Office

The working group organized in the RA Prosecutor General's Office with the a view to study and register press and other mass media publications on possible election offences during pre-electoral period and on the day of parliamentary elections (02.04.2017), citizen reports and calls received by the RA Prosecutor General’s Office hotline (hereinafter - Reports); to send these Reports to competent bodies, to discuss these Reports, to raise the efficiency of prosecutorial supervision over the preliminary investigation of the criminal cases initiated on the grounds of the materials that have been received according to the reports and to coordinate the RA Prosecutor’s Office work in the sphere continues its activity also during the elections of Yerevan Council of Elders.


The working group has implemented monitoring during pre-electoral period as well as on the previous day of election and continues its activity on the election day. The group has studied all available mass media publications on election offences, as well as citizens' Reports and calls received by the RA Prosecutor General’s Office hotline (hereinafter - Report).


During pre-electoral period and on the day of parliamentary elections the study of the Reports on election offences by 12:00 shows that the vast majority of violations have general, abstract character or they concern the technical part of the voting organization, furnishing of the polling places, launching of the equipment, lines at polling stations, camera failures, safes that haven't been fixed by surveillance cameras and the activity of the electoral commissions in polling stations.


The working group having the task to verify properly each Report on electoral offenses, to prevent such cases and to ensure the inevitability of holding offenders accountable for, from that Reports has only singled out those which contain flagrant elements of crime regarding the election. Thus, from the Reports, that have been studied on the previous day of the election, the working group has singled out 9 Reports which contain flagrant elements of crime regarding the election.


5 Reports related to cases of distributing electoral bribes, 3 Reports related to the impeding of voting rights of citizens and 1 to the hindering of voters’ free will.


Thus, from the Reports studied by 12:00 on the election day, the working group has singled out 12 Reports which contain flagrant elements of crime regarding the election.


Besides the above-mentioned Reports, the working group has also verified 4 calls, received in the RA Police.


All the above-mentioned Reports in an operative manner have been sent to the regional divisions of RA Police, RA Investigative Committee and RA SIS with the instruction to verify them properly in a manner prescribed by law.


The body conducting criminal proceedings has been instructed to take urgent investigative, operational-intelligence measures with a view to find out the real circumstances and give a legal assessment as soon as possible.
