18.11.2019 | Case of falsification of documents and use of falsified documents in a public procurement tender for the purchase of medicine

Documents containing information about possible abuses in the process of acquiring a specific quantity of medicine for the needs of the ministry have been presented by the Ministry of Health of the Republic of Armenia to the Prosecutor General's Office of the Republic of Armenia.

 

Concerning the above mentioned fact, study has been carried out by State Interests Protection Department of the Prosecutor General's Office of the Republic of Armenia, and with a view to ensure the completeness of which, relevant information has been requested from the RA State Revenue Committee.

 

During the study, it has been found out that in the procurement procedure for the purchase of medicine for the needs of the Ministry of Health of the Republic of Armenia with a view to get sufficient grade according to the qualification criteria “Professional experience”, falsified documents have been presented.

 

In particular, the participating company has presented to the commission documents substantiating compliance with the qualification criteria “Professional experience”, according to which the company over the past year has implemented one such contract for the supply of medicine.

 

However, in the course of the study of relevant information bases and data received from the RA State Revenue Committee, it has been found out that for the indicated period, there hasn’t been any information on the supply of medicine and other medical materials carried out by this company.

 

Thus, the obtained data testify that in order to ensure conditions for getting sufficient grade and recognition of the company as a winner, by prior agreement, a group of people have prepared and presented false documents to the evaluation committee.

 

Taking into account the fact that in the course of the study data containing elements of a crime have been revealed, State Interests Protection Department of the RA Prosecutor General's Office has initiated criminal case under Part 2 of Art. 325 of the RA Criminal Code. The preliminary investigation of the case has been entrusted to the RA Investigative Committee.
