07.08.2019 | In the result of the initiatives of the prosecutor's office of Armavir region in direction of reducing road traffic accidents in the region, effective measures have been taken

The prosecutor's office of Armavir region has summed up the criminal dynamics on cases of traffic crimes registered in the region for the first half of 2019 and the results of measures taken by the initiative of the prosecutor's office to prevent them.

For the first half of 2019, 35 cases of road accidents have been registered in the region, out of which 8 have been fatal. Compared to last year, fatalities have been doubled, but overall, the increase in the number of accidents has not been registered. The prosecutor’s office of the region has examined the registered road accidents, causes and circumstances, contributing to the accident and on their basis have taken measures to prevent them.

In particular, during the study of road accidents on Yerevan-Armavir highway, it has been found out that one of the conditions for their occurrence is the location of agricultural trade zones in the immediate vicinity of the highway. Despite the fact that they have been on the roads, however, because of their close proximity to specific places, accumulation of vehicles has appeared, and as a result of this, parts of the road have become partially closed and dangerous. During the meeting in the prosecutor's office of Armavir region, the prosecutor general A. Davtyan has emphasized the need to take measures to resolve this problem, and in connection with this, the prosecutor’s office of the region has sent a message to Armavir region marzpet. As a result, agricultural trade zones have been eliminated and measures have been taken to centralize them in safer areas.

Accidents have also occurred by the fact that a speed of 90 km per hour has been established on this part of the highway. The presence of these two conditions significantly has increased the possibility of accidents, since drivers at a speed of 90 km per hour, at the time of crossing the road, could not stop the car.

For the first half of last year, for this reason, 4 cases have been registered, and 2 of them have been fatal. In order to reduce accidents, the prosecutor's office of the region has sent the appropriate petitions to the chief of the traffic police of the Republic of Armenia and the minister / former / of transport, communications and information technologies of the Republic of Armenia, the requirements of the petitions have been fulfilled. As a result, for the first half of 2019, no case has been registered on this part of the highway.

The condition contributing to the accidents has also been the fact that some existing road surface markings have been removed, and there have been no road signs. The prosecutor’s office of the region has sent petitions to the minister / former / of transport, communications and information technologies of the Republic of Armenia, and the chief of the traffic police of the Republic of Armenia in order to eliminate those conditions. As a result, missing road signs have been placed and road surface markings updates have been included in the annual road maintenance programs.

In addition to that, part of the road traffic accidents at night on the Vagharshapat-Armavir highway has been caused because of the poor visibility, which has required solving the lighting issue in this part, petitions have also been sent to the ministry of communications, transport and information technologies of the Republic of Armenia.

In general, as a result of the measures taken, road accidents in Armavir and Baghramyan have been reduced significantly - by 50%, and in Metsamor - by 100%. Instead, increase in the number of cases in Vagharshapat region has been registered, and an analysis of the factors contributing to the cases, conditions and causes, as well as the initiative of specific measures are already included in the work program for the second half of this year of the regional prosecutor's office.
